1Herisau is where the government, parliament and, since the end of November 2012, the cantonal police are located. However, the seat of the higher court is still in Trogen. Appenzell Ausserrhoden therefore does not have a clearly defined main town, since in all other cantons all the authorities mentioned are in the main town.

The current division of the canton into 20 municipalities emerged from the six original municipalities within around 150 years after the land was divided in 1597:
