The federal law on connecting the eastern and western Switzerland to the European high-speed rail network ( SR 742.140.3; short HGV port-law or HGVAnG ) of 18 March 2005 is a package of measures for linking the Swiss rail network to the Central European high-speed rail - Network, based on
- a treaty between Switzerland and Germany of September 6, 1996 (SR 0.742.140.313.69)
- and a treaty between Switzerland and France of November 5, 1999 (SR 0.742.140.334.97).
In the case of Germany, the efforts should primarily serve to secure the northern access to the new NEAT railway through the Alps .
aims
- The HGV connection law is intended to strengthen Switzerland as a location for business and tourism and to shift the largest possible proportion of international road and air traffic to the railways .
- The HGV connection is also intended to shorten travel times to Munich , Ulm and Stuttgart on the one hand, and to Paris , Lyon and southern France on the other.

financing
The financing comes from the FinöV fund approved by the Volk in 1998 and includes the pre-financing of projects in Germany and the co-financing (à fonds perdu) of the projects in France. This means a departure from the principle of territoriality , according to which each state has to pay for the expenses on its own territory. However, Switzerland hopes that these contributions will generate disproportionate time savings, which it cannot bring about through domestic investments and which are more in their interest than in France's interest.
The total volume of the proposal is 1.3 billion Swiss francs , of which only a commitment credit of 1090 million francs will be released in the first phase .
