Hans-Hellmuth Qualen (born June 19, 1907 in Kiel ; † November 28, 1993 there ) was a German politician ( FDP , later non-party). From 1963 to 1973 he was finance minister of Schleswig-Holstein , from 1969 to 1971 also - executive - labor and social affairs minister.

Life and work

Qualen was born the son of an architect in Kiel. After graduating from high school , he studied law at the Christian Albrechts University in Kiel , the Philipps University in Marburg and the University of Vienna , which he completed with the first state examination in law. In Kiel he became a member of the Cheruscia Landsmannschaft . In 1932 he also passed the Great State Examination in Law, then entered the service of the Reich Finance Administration and then worked in the tax offices in Kiel, Rottweil , Gelsenkirchen and Vienna . He later moved to the General Finance and Economic Affairs department in the Reich Ministry of Finance , but was drafted shortly afterwards in 1943 and deployed as a lieutenant in the tank artillery on the Eastern Front. After the end of the Second World War he worked from July 1945 to 1956 in the regional finance office in Kiel. His work there was interrupted when he was the representative of the Schleswig-Holstein representative at the federal government in Bonn from 1950 to 1951 . From 1956 to 1959, Qualen was director of the finance court in Kiel.

Hans-Hellmuth Qualen had been married since 1933 and had four children. His son Klaus was Vice President of the Schleswig-Holstein State Audit Office from 2001 to 2006 .

Political party

Qualen joined the FDP in 1954 , which he left on February 3, 1971, because he was not prepared to support the party leadership's decision to form a coalition with the SPD after the state elections in April 1971.

Public offices

On September 17, 1959, Qualen was appointed State Secretary in the Ministry of Finance of Schleswig-Holstein .

On May 29, 1962, he moved to the Federal Treasury in the same position . In the course of the restructuring of the federal government after the Spiegel affair in December 1962 and January 1963, the management of the Federal Treasury Department was transferred from FDP politician Hans Lenz to Werner Dollinger (CSU). In addition, the previous Minister-President of Schleswig-Holstein, Kai-Uwe von Hassel, was appointed as the new Federal Minister of Defense. Qualen joined the cabinet of his successor Helmut Lemke , who had already left office in the Federal Ministry of Treasury in February 1963, and on May 1, 1963 as Minister of Finance. From November 16, 1969 to May 24, 1971, he was also acting head of the Ministry of Labor, Social Affairs and Displaced Persons.

After the CDU had won an absolute majority in the state elections in 1971, the agony of the state government, led by Gerhard Stoltenberg from May 24, 1971, continued to belong as finance minister. On May 15, 1973, Qualen left the state government for reasons of age.

Honors

In 1969, Qualen was honored with the Great Cross of Merit with Star of the Federal Republic of Germany. When he left the state government in 1973, he was also awarded the shoulder strap.
