Heribert Bickel

Heribert Ferdinand Bickel (born April 30, 1927 in Aachen ; † August 3, 2010 in Bonn ) was a German administrative lawyer , judge and politician ( CDU ). From 1976 to 1983 he was President of the Higher Administrative Court and Chairman of the Constitutional Court and from 1983 to 1987 Minister of Justice of the State of Rhineland-Palatinate .

Life

Heribert Bickel was born the son of a government official. He attended grammar schools in Aachen, Koblenz and Mayen , passed the Abitur and then studied law at the University of Mainz and at the German University of Administrative Sciences Speyer , which he passed with the first state examination in law. In 1954 he was awarded the dissertation topic , the tax treatment of interest groups to Dr. jur. PhD .

After passing the second state examination in 1955, Bickel entered the administrative service of the Ministry of Finance and Reconstruction of the State of Rhineland-Palatinate as a financial assessor , where he worked as a consultant. From 1959 he worked as a judge at the Higher Administrative Court and as a judge at the constitutional court of Rhineland-Palatinate. He served as president of both courts from 1976 to 1983.

From 1969 to 1976 Bickel served as district administrator of the Mainz-Bingen district and from 1973 to 1976 he was chairman of the Rhineland-Palatinate district assembly . From 1984 to 1989 he was councilor of the city of Mayen. On May 18, 1983, he was appointed Minister of Justice to the state government led by Prime Minister Bernhard Vogel ( Vogel III cabinet ). After the formation of a coalition of the CDU and FDP , he left the government on June 23, 1987 and was replaced as Minister by Peter Caesar .

From 1962 to 1969, from 1977 to 1983 and from 1987 to 2001, Bickel was a lecturer at the German University of Administrative Sciences in Speyer. In 1979 he was appointed honorary professor at DHV Speyer on the proposal of the university senate. His teaching activities included administrative procedural law, local law, constitutional law and bioethics . In 1985 he convened the Rhineland-Palatinate Bioethics Commission for the first time, and served as its chairman until 1987. Furthermore, from 1998 to 2008 he was academic director of the Administration and Business Academy of Rhineland-Palatinate.
