İstemihan Talay

Mustafa İstemihan Talay (* 1945 in Tarsus , Mersin ) is a Turkish politician .

He graduated from Tarsus American College in 1964 and graduated from the Faculty of Political Science at Ankara University . There he did his Masters in Political and Administrative Sciences. He became Kaymakam of Vezirköprü and Bozcaada , and later General Director of the Council for Community Funds and Loans.

In 1985 he joined the Social Democratic Populist Party (SHP). In the elections of 1987 he was first in the Grand National Assembly elected and represented the constituency Mersin . He was re-elected in the 1991 , 1995 and 1999 elections. From 1992 he was a member of the re-established Republican People's Party (CHP), in 1995 he joined the Democratic Left Party (DSP). He was a member of the Parliamentary Committee on Foreign Affairs, a member of the Turkish delegation of the Parliamentary Assembly of the Council of Europe and of the Parliamentary Assembly (PABSEC) of the Black Sea Economic Cooperation . In the government of Mesut Yılmaz he was minister of culture from June 30, 1997, also in the Ecevit IV cabinet and in the Ecevit V cabinet under Prime Minister Bülent Ecevit until November 18, 2002. In 2002 he joined the new party of New Turkey , its member he stayed until 2004.

He is a member of the Board of Trustees of Aydın University in Istanbul , married and has three children. In the 2014 local elections , he ran for the mayor's office of Mersin as a member of the CHP without success.
