Johann Frank (born November 6, 1969 in Leoben ) is a major general in the Austrian Armed Forces . Since April 2020 he has been head of the Institute for Peacekeeping and Conflict Management at the National Defense Academy in Vienna . From 2014 to 2020 he was Director of Security Policy at the Federal Ministry for National Defense ( BMLV ) and a permanent member of the National Security Council (NSR) and the Council for Integration and Foreign Policy (RIA).

Career

Frank graduated from the military high school in Wiener Neustadt in 1988 and attended the Theresian Military Academy from 1989 to 1992 . After his retirement he became a company commander and teaching officer at the NBC Defense School , and in 1998 he was promoted to deputy head of the NBC Defense School. In 1999 he switched to the military-political area in the Federal Ministry for National Defense. After a job in the department for security policy of the Federal Chancellery, he was promoted to head of the office for security policy in the Federal Ministry for National Defense in 2008.

After moving to the cabinet of Federal Minister Gerald Klug from 2013 to 2014, he was appointed Head of the Security Policy Directorate and Defense Policy Director of the Federal Ministry for National Defense and promoted to Major General (GenMjr) in 2014.

During this time he was significantly involved in the conception of fundamental Austrian strategy documents such as the Austrian security strategy and the defense sub- strategy . He paid particular attention to deepening regional defense cooperation. Frank played a key role in establishing the Central European Defense Cooperation ( CEDC ), in which Austria, the Czech Republic, Slovakia, Hungary, Slovenia and Croatia also participate. In addition, Frank particularly supported the defense policy approach of the Western Balkans to the EU and the security policy engagement of the BMLV in West Africa .

In 2018 Frank took over the management of the BMLV's internal coordination of the Austrian EU Council Presidency , after having previously acted as a high-ranking representative of Austria in EU meetings through his role as Director of Security Policy.

In April 2020 he took over the Institute for Peacekeeping and Conflict Management at the National Defense Academy from Brigadier Walter Feichtinger .

Frank received his doctorate in 2002 at the University of Vienna, Department of Political Science to Dr. phil. From 2007 to 2009 he completed the Master of Advanced Studies Security Policy and Crisis Management at the ETH Zurich . In addition, he took part in international security policy courses and training. a. participated in the Senior Executive Course in National and International Security at Harvard Kennedy School as well as at RAND and the European Security and Defense College (ESDC) .

In 2008 and 2013 Frank was a lecturer at the Karl-Franzens-University in Graz for international and European security policy.

Johann Frank is married to Iris Frank and has two children.
