From 1823 to 1827 he studied law and camera science in Berlin . He was then an auscultator and in 1829 he became a court trainee. From 1831 to 1833 he worked as a court assessor at the higher court in Berlin. He was a member of the Café Milani faction and worked from July 1, 1848 in the committee for drafting the law on ministerial responsibility . He was also a member of the committee for the rules of procedure from September 24, 1848 .
In 1849 he became government vice-president and director of the provincial school college in Münster . This remained with Naumann until he was appointed acting administrator of the regional council in Arnsberg in 1850 . In 1853 he took up the post of deputy chief president in Münster and from 1857 he was regional president in Köslin . In 1864 he was briefly President of the District in Bydgoszcz, before retiring in the same year.
