José Francisco Cevallos Villavicencio (born April 17, 1971 in Ancón , Santa Elena , Ecuador ) is a former football player ( goalkeeper ), mainly for Barcelona SC Guayaquil and the Ecuadorian national team . As a result of his achievements in the successful qualification for the 2002 World Cup , which led to his country's first participation in the World Cup, he received the honorary name Las Manos del Ecuador (German: "The hands of Ecuador") among fans . Even today he is considered by many to be the best goalkeeper in the history of Ecuadorian football. He won the Ecuadorian Championship with Barcelona SC in 1991, 1995 and 1997, which he won again in 2010 with LDU Quito .
As the goalkeeper of Liga de Quito, he made a significant contribution to winning the 2008 Copa Libertadores by saving three penalties in the final against Fluminense Rio de Janeiro . He was then at the newspaper in 2008 El País from Uruguay to organized election best goalkeepers in South America selected. As a national player, he took part in four tournaments for the Copa America and the 2002 World Cup, where he was a regular. To this day he is the goalkeeper with the most appearances in the Ecuadorian national team.
From May 2011 to February 2015, José Francisco Cevallos was Minister of Sport in President Rafael Correa's cabinet . On May 24, 2017 he was appointed governor of the Guayas province by his successor Lenin Moreno . He has been president of the Barcelona SC football club since October 2015, after having prevailed against the brother of his predecessor Antonio Noboa in the member elections. He also retained his post as governor.
Career
Barcelona SC Guayaquil
Cevallos moved to the club from the Ecuadorian port city of Guayaquil for the 1990 season and spent most of his career there with more than 400 appearances in official games. He contributed to winning the 1991, 1995 and 1997 championships. His most important international appearances for the club were in the 1998 Copa Libertadores . That season, Barcelona SC reached the final of the most important South American competition for club teams for the second time in the club's history, but had to admit defeat for the second time when the team lost to CR Vasco da Gama from Brazil .
Once Caldas and Deportivo Azogues
In 2005 he moved on loan to the reigning Copa Libertadores winner Once Caldas in Colombia . There he was unable to assert himself, however, and moved back to Guayaquil in the middle of the year. After another one and a half seasons, he moved to Deportivo Azogues in early 2007 . Since he was already 36 years old at the time, many considered this station to be the last of his career. However, he found back to his old form and was then committed by LDU Quito for the 2008 season.
Liga de Quito
Cevallos' contract with the club from the capital Quito began in the 2008 season, where he was supposed to help the club defend the championship title of the preseason. As in 1998, he also became an international protagonist during the season. In the quarter-finals of the Copa Libertadores 2008 Liga de Quito defeated the Argentine club CA San Lorenzo on penalties, with Cevallos parrying the decisive shot from Aureliano Torres . In the semi-final against Club América from Mexico , he helped with his saves in the second leg in Quito that a 0-0 after 1-1 in the first leg was enough for the final. In the final against Fluminense FC , in which the away goals rule was suspended, his team lost 3-1 after a 4-2 in the first leg in Quito in the second leg in Rio de Janeiro , so that there was again extra time and finally a penalty shoot-out. In this Cevallos managed to parry the penalty of Darío Conca , Thiago Neves and Washington , and thus bring his club the first win of the Copa Libertadores . It was the first time that an Ecuadorian team won this competition. In the election of South America's Footballer of the Year , he was voted best goalkeeper and in the team of the year in the same year. The IFFHS have him on their annual best list as the sixth best goalkeeper of the year. At the FIFA Club World Cup 2008 he reached the final with his team, but lost 1-0 to Manchester United with a goal from Wayne Rooney . In 2009 he and his team won the Recopa Sudamericana , the South American Super Cup against SC Internacional . Here, however, Cevallos only played in the second leg when he came on for Alexander Domínguez in the 62nd minute . In the final of the Recopa Sudamericana 2010 Cevallos played the second leg against Estudiantes de La Plata , in which he did not concede a goal in Quilmes and won the cup again after a 2-1 in the first leg in Quito.
Cevallos remained in the Liga de Quito squad until 2011, although he was no longer a regular goalkeeper in the last two seasons. In the final of the Copa Sudamericana 2009 , which his team won again against Fluminense, Alexander Domínguez stood between the posts as well as in the first legs for the Recopa Sudamericana 2009 and 2010. He ended his career on May 16, 2011, but was substituted on for the last time in the league game against Imbabura SC on May 22 (in the 71st minute for Domínguez).
National team
Cevallos made his debut in the Ecuadorian national team on September 21, 1994 against Peru. With this he took part in the 2002 World Cup in Japan and South Korea as well as in the tournaments for the Copa America in Uruguay in 1995 , in Colombia in 1997 , in Bolivia in 1999 and in Peru in 2001 . After 77 appearances, he announced his resignation from the national team in 2004.
In 2008, however, he ran again for the national team, first in a friendly against his own club Liga de Quito, in which he was substituted at half time against Máximo Banguera . In the period that followed, he played eleven other international matches, including several qualifying matches for the 2010 World Cup , most recently against Colombia in September 2009 .

Since May 24, 2011, Cevallos has been the Ecuadorian Minister of Sport as the successor to Sandra Vela .
Trivia
Cevallos set up a foundation that works primarily for children and their support in football.
On January 26, 2011 , Cevallos and his son José “Panchito” Cevallos Jr. stood together on the field together for the first time at the presentation of the team from Liga de Quito for the 2011 season as part of a friendly game against Once Caldas called Noche Blanca . This is considered to be the first joint game on a professional level in Ecuador, in which father and son stood together on the pitch; however, it was not an official competition. Cevallos junior is currently on loan from Liga de Quito to Juventus Turin , where he is active in the youth team.
His brother, Alex Cevallos , was also a goalkeeper and played mainly for local rivals CS Emelec .
