The Biedenkopf I cabinet was the first state government of the Free State of Saxony , which was re-established in 1990 . The cabinet was in office as the Saxon state government during the first electoral period of the Saxon state parliament from 1990 to 1994.

After the CDU had achieved an absolute majority in the state parliament with 53.8 percent of the valid second votes in the election to the 1st Saxon state parliament on October 14, 1990 and had taken 92 of the 160 seats, CDU top candidate Kurt Biedenkopf formed the first state government as sole government . In its constituent session on October 27, 1990, the state parliament first passed the law to make the Saxon state parliament and the Saxon state government (Vorschaltgesetz) the legal basis for the formation of a government, since the Saxon constitution was not yet in force.

The state parliament then elected Kurt Biedenkopf as Saxon Prime Minister . With 120 of 152 votes cast, he received cross-party support from the opposition factions . In the 2nd session of the state parliament on November 8, 1990, the ministers of state appointed by the prime minister were sworn in. For further member of the government in accordance with § 5, paragraph 1 of the Vorschaltgesetzes was on 26 November 1990 State Secretary Günter Ermisch called the as the authorized representative of the Free State of Saxony for Federal and European Affairs the interests of the new country in Bonn and Brussels perceived.

With the meeting of the 2nd Landtag on October 6, 1994, the term of office of the state government ended in accordance with Article 68, Paragraph 2 of the constitution of the Free State of Saxony, which is now in force . On the same day, the new government, also led by Kurt Biedenkopf, was presented ( Biedenkopf II cabinet ).
