The fifth state government headed by Atli Dam as Prime Minister was also the thirteenth government of the Faroe Islands after obtaining internal self-government ( heimastýri ) in 1948.

The government was formed on April 5, 1988, existed until January 18, 1989 and consisted of a four-way coalition of Javnaðarflokkurin , Tjóðveldisflokkurin , Sjálvstýrisflokkurin and Framsóknarflokkurin (a short-lived split from Kristiligi Fólkaflokkurin ). Atli Dam from Javnaðarflokkurin led the government as prime minister. He was also responsible for foreign affairs and fishing. Jógvan Durhuus vom Tjóðveldisflokkurin was Deputy Prime Minister and Minister for Agriculture, Education and Health. Vilhelm Johannesen vom Javnaðarflokkurin was Minister for Industry and Labor, Jóngerð Purkhús vom Tjóðveldisflokkurin Minister for Finance, Economy and Environment, Lasse Klein vom Sjálvstýrisflokkurin Minister for Culture, Communication and Transport and finally Karolina Petersen from Framsóknarflokkurin Minister for Social Affairs and Local Authority.

This four-coalition government was in fact a continuation of the previous four-coalition Atli Dam IV. Only Niels Pauli Danielsen from Kristiligi Fólkaflokkurin was replaced by Karolina Petersen from Framsóknarflokkurin. The government was only able to hold out for nine months, as the bourgeois-conservative parties emerged victorious from the Løgtings election on November 8, 1988.

With Jóngerð Jensina Purkhús as Minister for Finance, Economy and Environment and Karolina Petersen as Minister for Social Affairs and Local Affairs, this was the first state government in the Faroe Islands to fill two ministerial posts with women.
