The government was formed on January 16, 1991 and existed until April 24, 1993. It was a two-party coalition made up of Javnaðarflokkurin and Fólkaflokkurin . Atli Dam from Javnaðarflokkurin led the government as prime minister. He was also responsible for foreign affairs. Jógvan Sundstein from Fólkaflokkurin was Deputy Prime Minister and Minister of Finance and Municipal, Thomas Arabo from Javnaðarflokkurin Minister of Industry and Trade, Jóannes Eidesgaard from Javnaðarflokkurin Minister of Social Affairs, Health and Labor, Marita Petersen from Javnaðarflokkurin Minister for Culture, Education and Justice, Svend Aage Ellefsen from Fólkaflokkurin Minister for Transport, Environment and Energy and finally John Petersen from Fólkaflokkurin Minister for Fisheries and Agriculture.

On January 18, 1993, the state government was reorganized. Atli P. Dam left the government as Prime Minister. For Atli Dam it was also the final farewell to the office of Løgmaður. Marita Petersen from Javnaðarflokkurin became the new Prime Minister and also responsible for external affairs. Thomas Arabo (education) and Jóannes Eidesgaard (culture) took over their previous tasks. For the first time in the history of the Faroe Islands, a woman took over the office of Løgmaður .
