State government beginning of Kallsberg I
The first state government with Kallsberg at its head as Prime Minister was also the twentieth government of the Faroe Islands after achieving internal self-government ( heimastýri ) in 1948.

The government was formed on May 15, 1998 and lasted until June 6, 2002. It was composed of a three-party coalition of Fólkaflokkurin , Tjóðveldisflokkurin and Sjálvstýrisflokkurin .
In the beginning Kallsberg vom Fólkaflokkurin led the government as prime minister. He was also responsible for government, foreign affairs and communal matters. Høgni Hoydal vom Tjóðveldisflokkurin was Deputy Prime Minister and Minister for Self-Government, Justice and Nordic Affairs. John Petersen from Fólkaflokkurin was Minister for Fisheries until December 14, 1998. He was replaced by Jørgen Niclasen , also Fólkaflokkurin. Signar á Brúnni vom Tjóðveldisflokkurin was Minister for Education and Culture until March 28, 2000. Høgni Hoydal then took over his duties for three months. On July 21, 2000 Tórbjørn Jacobsen was appointed by Tjóðveldisflokkurin as the new Minister for Education and Culture. His successor was on June 14, 2001 Óli Holm , also from Tjóðveldisflokkurin. Karsten Hansen from Tjóðveldisflokkurin was Minister for Finance and Economy, Finnbogi Arge vom Fólkaflokkurin Minister for Trade (excluding Oil and Environment), Eyðun Elttør from Sjálvstýrisflokkurin Minister for Oil and Environment and finally Helena Dam á Neystabø from Sjálvstýrisf on February 26, 2001 until 26th February 2001 for social and health. She was replaced by Sámal Petur í Grund on February 26, 2001.
The state government of Anfinn Kallsberg I was a direct result of the clear result of the Løgtings election in 1998 , in which all coalition partners of the state government Edmund Joensen II with the exception of Fólkaflokkurin had suffered losses, so that Edmund Joensen had to give up the office of prime minister.
