In contrast to previous seasons, the season was carried out in a two-stage format. The twelve clubs were divided into two regional groups. Each team competed against each other twice; once at home and once away. At the end of this phase, the three best teams in the groups West and East qualified for the championship round, the bottom three each played in the relegation round. The last two clubs played together with the second in the regional A class from a starting place for the following season in the top division.
