List of the mayors of Görlitz
The list of mayors of Görlitz includes all known mayors of the city of Görlitz . The mayor has held the title of Lord Mayor since 1844 .
Development and skills
The mayor's office has only appeared in the city since the end of the 13th century. In 1296 Albrecht von Radeberg was named as Magister civium (Mayor). For a long time, the mayor's office could not prevail against the office of the Vogt . This is evidenced, for example, by the granting of Magdeburg's lay judges' rights in 1304, when only the city councilors are named but not the mayor. Only with the strengthening of the city council and the councilors did the bailiff and the royal officials lose power over affairs within the city. The management of the city regiment was now the responsibility of the councilors and lay judges, who were also appointed by the council. At the top was the Magister consulum (councilor or mayor). Even the ruler's ordinances were no longer sent to the Vogt, but to the council. The Vogt only had the right to supervise, to manage the defense of the city in times of war and to have jurisdiction. The officials and the bailiff were rarely in the city.
Mayors, aldermen and councilors saw themselves from now on as the dominion of the city and the city villages and separated their territory completely from the land or the knighthood. With the establishment of the town's civil administration, headed by the mayor, the first estate ceased to be part of the population. Thus only two classes remained: the citizens with the families and patricians who were able to advise, and the craftsmen and plebeians who together formed the community. In the middle of the 14th century, the craftsmen also forced participation in the administration. Nevertheless, the difference between the two stands continued for a long time.
After the mayor's office was initially only occupied for one year, the mayors took on longer terms from the end of the 18th century. On June 1, 1844, the Prussian King Friedrich Wilhelm IV appointed Gottlob Ludwig Demiani as the city's first mayor. Since then, all subsequent city leaders have carried this title. It was not until September 1896 that Kaiser Wilhelm II , who was in Görlitz for a parade , granted the Lord Mayor the right to wear a chain of office. The necklace was created by the jeweler Richard Höer. Paul Büchtemann was the first Lord Mayor to wear the chain of office.
In accordance with § 51 of the Saxon church order one is tenure of Mayor seven years but may be extended accordingly at a re-election. He is elected in a general, direct, free, equal and secret ballot. The mayor has the position of a full-time civil servant and is chairman of the city council and head of the city administration. Thus, he is the superior, superior in service and the highest service authority of the city employees. He also represents the city, prepares city council meetings and their committees and implements their resolutions. However, he also has a right of objection, which he must make use of if he is of the opinion that the resolutions are unlawful or to the detriment of the city.
According to the Saxon municipal code, the mayor can appoint up to two councilors. In 2012, however, the mayor has only one deputy - mayor Michael Wieler. The councilor is not elected by the citizens, but by the city council in a special ballot.
The current mayor, Siegfried Deinege, is the head of Department I , which is responsible for the finance department , the main administration and auditing office and the legal department. Mayor Michael Wieler heads Department II , which in turn is responsible for the cultural administration , the public order office , the youth / school & sport / social affairs office, the urban planning and building regulations office , the building construction and real estate office and the civil engineering and green space office.
