Monona is located in south central Wisconsin, in the southern suburbs of its capital, Madison . The city lies between the south-east bank of Lake Monona and the north bank of Upper Mud Lake and on both sides of the Yahara River , which connects the two lakes , a tributary of the Rock River, which flows into the Mississippi in the neighboring state of Illinois .
