The Namibian Broadcasting Corporation ( NBC for short ) is the only public service broadcaster in Namibia . The Namibian Broadcasting Corporation has broadcast television and radio since 1991.

The tasks of the Namibian Broadcasting Corporation include informing, educating and entertaining the people, and promoting cultural development as well as peace and stability. A total of ten foreign language programs - including one in German - are broadcast. The main broadcast language, also as the official language of Namibia, is English .

founding

The origins go back to the South West African Broadcasting Corporation (SWABC). In 1990 the Namibian Broadcasting Corporation was formed from this. In the following year, the new broadcasting laws under the so-called Broadcasting Act also created the legal basis.

structure

NBC is run by a council whose members are appointed for five years by the Minister of Information and Communication Technology . These in turn elect a general manager as chairman. The council is obliged to inform the ministry and has to submit financial reports.

NBC's headquarters are in Windhoek. In addition to the head office, the television station, national radio ( NBC National Radio ) and five language services ( Afrikaans , Damara / Nama , Deutsch, Otjiherero and Setswana ) are located here in two locations . Four other language services are located in Tsumkwe ( ǃHa Radio), Katima Mulilo ( Lozi ), Oshakati ( Oshivambo ) and Rundu ( Kwangali ). There are also three information centers that support the other centers. These are located in Otjiwarongo , Walvis Bay and Keetmanshoop .

Trial operations of Digital Terrestrial Television (DTT) began in early December 2012. By 2016, 80.2 percent of the population should be able to receive DTT. Four television stations and nine radio channels are planned.

Due to the immense debt, a significant streamlining of the offer was announced in September 2019. NBC1 and the radio stations only broadcast from 7 a.m. to 9 p.m., NBC2, 3, 4, 5 and 6 are set. In addition, more than 150 employees were laid off as of September 1, 2019.

NBC broadcasts six national television programs, the first three of which are free to air:

  • nbc1 can be received nationwide in and around the larger towns. In addition, it is broadcast via satellite via DStv and can thus theoretically be received throughout Namibia. In addition to international television productions and news from CNN , self-produced programs, in particular shows and reality shows , are broadcast. In addition to the main daily news in English (8: 00–8: 30 pm), the news is also broadcast on Thursday mornings in the other national languages , including German (9: 15–9: 30 am).

In addition to nbc1 , which will be broadcast both analogue (until 2015) and digitally, two further digital special-interest channels have been broadcast via DTT / DVB-T since 2014:

Since August 2014, due to legal regulations, all NBC radio stations have had to choose new names. Like schools in Namibia, no radio station may contain a tribal or language name.

NBC broadcasts various radio programs:

  • National FM (until August 2017 National Radio ): is broadcast nationwide as a full program 24 hours a day in English . It emerged from the English service of the South West Africa Broadcasting Corporation , which was merged with the National Service in 1991.
  • NBC Hartklop FM ( Afrikaanse Radio Diens until November 2017 ): has been broadcast nationwide in Afrikaans between 6 a.m. and 9 p.m. since September 1979 . On weekends, broadcasts are broadcast 24 hours a day, which is to be extended to working days in the future.
  • NBC Funkhaus Namibia ( German radio program until March 2017 ): has been broadcast nationwide in German since October 1979 (originally only two hours a day), 24 hours a day.
  • NBC Nwanyi FM (until March 2018 NBC SiLozi Service (Herero and Setswana)): has been broadcast on SiLozi in northeastern Namibia since 1986 , on weekdays from 6 a.m. to midnight and on weekends from 6 a.m. to 9 p.m.
  • NBC Kati FM ( NBC Oshiwambo Service until March 2018 ): has been broadcast nationwide in OshiWambo since 1969 and can be received as far as the southern parts of Angola and Zambia . The service broadcasts on weekdays from 5:50 a.m. to midnight, on weekends from 5:50 a.m. to 9 p.m.
  • Tirelo ya Setswana (Tswana Radio): broadcast as part of the Otjiherero service from 1981 to 1996 in the Omaheke region , in the east of the Khomas region, as well as in Rundu , Oshakati and Katima Mulilo and the west of Botswana .
  • NBC Wato FM ( Rukavango Service until March 2018 ): broadcasts in 1975, originally under the name Radio Kavango , in Kwangali . The broadcast takes place on weekdays from 6 a.m. to midnight and on weekends from 6 a.m. to 9 p.m.
  • NBC Omurari FM ( Otjiherero Service until March 2018 ) - broadcast in the east only
  • Tirelo Ya Sechaba (until March 2018 Setswana Service )
  • NBC Kaisames ( Damara / Nama Service until March 2018 ) - broadcast in central areas only
  • NBC ǃNa / Radio Opuwo (since 2000) - broadcast only in the north

About 94% of the population in Namibia can receive the radio program . The television program can be received by about 64% of the population. For this purpose, the respective programs are distributed via dozen of relay stations .

The programs are also broadcast via satellite within the country and on the Internet via live stream and YouTube .

Finances

All programs are funded through license fees, government grants and advertising.

The tense financial situation of the NBC intensified further in the 2007/2008 financial year, so that it can be described as “de facto bankrupt”. NBC was only able to keep operations going with government support of N $ 62.5 million.

A new supervisory board appointed on May 7, 2010 is supposed to bring about the financial turnaround . This includes Sven Thieme (CEO of Ohlthaver & List ), Andrew Kanime ( Telecom Namibia ), Yvonne Boois (Namibian Literacy Trust), Diana Louisa van Schalkwyk ( Hartlief ) and Ludwig Siyaka Hausiku ( Namibian Council of Churches ). In fiscal 2010/2011, NBC expects broadcast license revenue of approximately N $ 12 million, N $ 30 million in advertising revenue, and government subsidies of N $ 163 million. The broadcaster is thus financed to around 80% through subsidies.

On April 4, 2011, it was announced that NBC's total debt was N $ 341 million and that the company was three years in arrears with payroll taxes and pension contributions. The current annual report from the financial year 2010/11 shows a loss of 97 million Namibian dollars on a turnover of 164 million. In addition, there are tax liabilities of 284 million Namibian dollars.

In May 2012, the NBC published the approved financial reports for 2008/2009, 2009/2010 and 2010/2011 and the preliminary report for 2011/2012. This shows an increasing turnover with decreasing state subsidies and only slightly increasing expenditure. In addition, the Treasury Department has ruled that NBC will not cancel any debt. For the first time in 10 years, NBC was able to make a profit in the 2013/14 financial year.
