The National Platform for Electric Mobility (NPE) is an advisory body of the German federal government on electric mobility . It is made up of top representatives from industry (10 members), politics (6), science (3), associations (3) and trade unions (1). It was launched on May 3, 2010 at a meeting with Chancellor Angela Merkel . The aim of the platform is to make Germany the leading market and provider for electromobility by 2020 and to achieve an employment effect of 30,000 additional jobs.

Between 2010 and 2014, the federal government invested a total of around 1.5 billion euros in promoting and developing electric mobility. The “ Joint Electromobility Office of the Federal Government ” (GGEMO) was founded for coordination . This works closely with the National Platform for Electric Mobility.

The work of the National Platform for Electromobility was ended on December 31, 2018 and the topics were transferred to the structure of the National Platform for the Future of Mobility (NPM).

history

The foundation stone for the promotion of electric mobility in Germany was laid in the Federal Government's Integrated Energy and Climate Program (IEKP) in 2007. Concrete measures were discussed for the first time in connection with the National Strategy Conference on Electromobility at the end of 2008 in Germany. The first funding programs for this were launched in early 2009 as part of the economic stimulus package II . Subsequently, as part of the LIB innovation alliance in 2015, an industrial consortium committed to investing 360 million euros in research and development for lithium-ion batteries over the next few years.

As part of the economic stimulus package II, the Federal Ministries for Economics and Technology ( BMWi ), for Transport, Building and Urban Development ( BMVBS ), for the Environment, Nature Conservation and Nuclear Safety ( BMU ), for Education and Research ( BMBF ) and for Food, Agriculture and Consumer Protection ( BMELV ) funds totaling 500 million euros for projects in 15 subject areas. The projects are coordinated by the respective project sponsors of the ministries, e. B. by VDI / VDE Innovation + Technik as the project sponsor for electromobility of the BMU.

In September 2009, Federal Research Minister Annette Schavan opened the Electromobility Forum as part of the Fraunhofer Society's electromobility system research . The forum is intended to bundle the research of the 33 participating Fraunhofer institutes in cooperation with industrial partners. Darmstadt is to become the control center for Fraunhofer systems research . The project will be funded until 2011 with 30 million euros from the economic stimulus package II . This represents the first step in the implementation of the National Electromobility Development Plan.

The National Electromobility Development Plan has increasingly become a top priority in the Chancellery. On February 1, 2010 the “Joint Electromobility Office of the Federal Government” was set up under the auspices of the Federal Ministry of Economics and Technology and the Federal Ministry of Transport, Building and Urban Development. When she started work, the founding of the National Platform for Electric Mobility was announced, which, as planned, was ceremoniously announced on May 3, 2010 in the Chancellery with the main representatives of the industry.

As a result, the partners involved undertook to set up cross-company and cross-sector working groups and to prepare an interim report by the end of November 2010. The NPE's coordination committees could rely on the experts of the existing working groups of the German Electrical Engineering Commission (DKE) at the Association of Electrical Engineering, Electronics and Support information technology (VDE). The VDE congress "E-mobility" in Leipzig on November 8th and 9th 2010 was used for the technical coordination, from which the first interim report for the federal government was derived, showing the overarching status of the development and the expectations of the representatives of industry and research describes.

In the second report from 2011, the development possibilities were specified and funding project tenders were proposed. The industry assumes that the target of one million electric vehicles in 2020 cannot be achieved with the current funding. According to the NPE, however, the goal could still be achieved with suitable incentive measures.

At the Federal Government's International Conference on Electromobility on May 27 and 28, 2013, the government representatives confirmed the goals as well as the planned funding and incentives.

The NPE concluded the market preparation phase (2010-2014) with the fourth report (Progress Report 2014 - Review of the market preparation) and showed the progress made so far. At the same time, the NPE presented a package of measures for the subsequent phase of the market ramp-up (2015–2017) that showed how Germany could achieve the goals set by 2020. The report stresses the need for additional incentives to meet the one million target.

The German Bundestag passed the first electromobility law in Germany in June 2015 . At the Federal Government's 2015 National Electromobility Conference, the Chancellor announced a decision on further funding measures for the end of the year. In the spring of 2016, the decision was made in favor of a funding program that focuses on direct financial incentives through a purchase bonus .

In May 2017, Chancellor Merkel admitted that the goal of 1 million electric cars by 2020 will probably not be achieved.

The 2018 Progress Report was presented to Chancellor Angela Merkel on September 19, 2018. The report takes stock of the market ramp-up phase for electromobility in Germany, provides an outlook on further developments up to 2025 and identifies immediate needs for action. The target of one million electric vehicles on Germany's roads is forecast to be achieved in 2022.

From September 2018 the federal government will set up the successor organization to the NPE, the National Platform for the Future of Mobility (NPM).

The National Platform for Electric Mobility consists of the steering committee, an editorial team and six topic-specific working groups. The working groups are coordinated by the steering committee, which maps the structure of the NPE from business, science, politics and associations and acts as the central decision-making body. It includes the chairmen of the working groups, representatives of the Federal Government and the Electromobility Industry Group, as well as the members of the editorial team. The editorial team supports the steering committee in preparing the reports and publications of the NPE. On the part of the government, the NPE is supported by the Federal Government's Joint Electromobility Office (GGEMO). The office of the chairman of the NPE moderates the platform and supports the chairman in his work.

Market phase model of the National Platform for Electric Mobility

The NPE regards electromobility as an overall system consisting of the components vehicle, energy supply, transport infrastructure and urban planning, which works beyond the boundaries of traditional industrial sectors. This corresponds to the cross-sector and cross-disciplinary organization and working method of the NPE. The aim of the NPE is a self-sustaining market that can do without monetary subsidies from politics. In order to achieve the goals, the NPE recommends certain measures to the federal government and carries out a regular comparison of the current state of development. The basis for their recommendations for supporting electromobility is a three-phase model that reflects the various market stages.

The National Electromobility Platform has the mandate to develop specific proposals for achieving the goals of the National Electromobility Development Plan . To this end, the 6 working groups deal with the following key topics:

  • Vehicle technology
  • Battery technology (e.g. lithium-ion accumulator )
  • Charging infrastructure and network integration (charging stations )
  • Norms , standardization and certification (e.g. Combined Charging System )
  • Information-and communicationtechnologies
  • Framework
  • Training and qualification (meanwhile completed)
  • Materials and recycling (partially completed, partially distributed between AG 1 and AG 2)

The experts in the working groups develop joint positions and map them in status analyzes, roadmaps and recommendation papers that summarize the need for action in electromobility. The NPE hands over the publications to the federal government and makes them accessible to the interested public. A first interim report was published on November 30, 2010. The second interim report was published on May 16, 2011 and the third on June 1, 2012. The 2014 Progress Report - Review of Market Preparation was submitted to the German government on December 2, 2014.
