Norbert Nothhelfer (born July 2, 1937 in Säckingen ) is a CDU politician and a manager from Baden-Württemberg . From 1979 to 1991 he was president of the Freiburg administrative district .

Born as the son of the Baden judiciary Hans Nothhelfer, Norbert Nothhelfer attended the humanistic grammar schools at Kolleg St. Blasien and in Ravensburg , and studied law and economics in Freiburg , Tübingen and Hamburg . 1963 doctorate he in Munich Dr. iur. with Eugen Ulmer (lawyer) . In 1966 he passed the second state examination and entered the higher administrative service of the state of Baden-Württemberg . From 1976 to 1977 he was also a member of the German Bundestag for the Waldshut district . In 1979 Nothhelfer was appointed regional president of the Freiburg administrative district. As district president, he set the thematic priorities for his work: environmental protection , landscape protection and nature conservation , cross-border cooperation and improvement of the regional economic structure and transport connections . During his time, the trinational cooperation with German-French-Swiss congresses on the main topics of transport, the environment, education and culture was intensified.

He pushed through the creation of a new staff unit for cross-border cooperation , which was in charge of concept and organization for all cross-border projects. An important step in this was the establishment of the so-called INTERREG programs, with which significant funds could be acquired from Brussels for bi- and tri-national projects. He entrusted Wilderich von Droste zu Hülshoff with these tasks . For the first time he institutionalized the cooperation between the regional council and the regional economy through a regular discussion group and, together with the regional economy, established an efficient east-west traffic connection as the B 31 -East. The big acceptance problems could be largely eliminated by new forms of public participation in such a way that for the first time the planning was discussed with a "convoy" of top-class experts from the fields of transport, environment, agriculture and forestry and regional economy at the local hot spots with the affected population has been.

Of far-reaching importance for future environmental policy in Baden-Wuerttemberg was the comprehensive action program "Green Charter" of the CDU South Baden , developed on the initiative and under the chairmanship of Norbert Nothhelfer in 1982 , which the later Prime Minister Erwin Teufel took up.

In 1991 he switched to business as sole director of Rothaus AG until 2004. During his time as sole director, he increased output, sales and profits threefold, thus securing the Rothaus Grafenhausen location and qualified jobs in the structurally weak Black Forest . Since 2005 he has been a member of the board of directors of Rothaus AG, since 2007 he has been chairman of the Baden-Württemberg regional association in the Volksbund Deutsche Kriegsgräberfürsorge and a member of the Federal Presidium. Since 2010 he has been district chairman of the Seniors' Union South Baden and chairman of the Freiburg gymnastics association .

Nothhelfer has been a member of the Catholic student corporation K.St.V. Albertia Munich in KV .

On June 16, 2004 Nothhelfer became Senator e. H. of the Albert-Ludwigs-Universität Freiburg .
