Appointed district administrator, he had to repeatedly take leave for health reasons.

In 1871 he was elected to the Reichstag for the constituency of Köslin 4 (Belgard-Schivelbein-Dramburg) , of which he was a member until 1874. He did not join any parliamentary group in the Reichstag, but was close to the Reich and Free Conservative Party . At the end of 1871 he resigned from his position as district administrator for the Schivelbein district. He was succeeded as district administrator by Nikolaus Graf von Baudissin , whom the government in Köslin had already built up as his successor.

In 1876 he became a member of the Pomeranian Provincial Parliament , to which he belonged with a brief interruption (1881) until his death in 1910.

From 1881 to 1893 he was Country Director of the Provincial Association of Pomerania . He was also a member of the Prussian House of Representatives from 1870 to 1879 , then again from 1899 until he moved to the Prussian mansion on December 13, 1900.

His eldest son of the same name, Rüdiger von der Goltz , first became district administrator of the Kolberg-Körlin district , resigned from this office after the death of his father in order to devote himself to the administration of the inherited goods, and in 1917 became provisional administrator of the Schivelbein district.
