The Rhein-Neckar-Verkehr GmbH ( RNV ) is a transport company , which in the Rhine-Neckar region in the cities of Heidelberg , Mannheim and Ludwigshafen the public transport system operates, and the five with the meter-gauge associated rail lines Railroads of Mannheim-Käfertal by Heddesheim , from Mannheim-Käfertal to Weinheim , from there to Heidelberg-Handschuhsheim and from Mannheim Kurpfalzbrücke to Heidelberg ( Upper Rhine Railway ) and from Bad Dürkheim to Ludwigshafen-Oggersheim ( Rhein-Haardt Railway ).
history
The company was founded in 1999 as RNB GmbH , later Rhein-Neckar-Bahn GmbH (RNB) , with headquarters in Luisenring. At that time it was planned that the company should take part in the tender for the S-Bahn RheinNeckar together with DB Regio AG . However, this failed for legal reasons.
The company was converted to Rhein-Neckar-Verkehr GmbH on October 1, 2003 through the formation of a joint subsidiary of the five previously active transport companies in the region: Heidelberger Straßen- und Bergbahn AG (HSB), MVV Verkehr AG , MVV OEG AG , Rhein-Haardtbahn GmbH (RHB) and Verkehrsbetriebe Ludwigshafen GmbH (VBL). Since March 1, 2005, RNV has been providing transport services on behalf of the parent company as part of the Rhein-Neckar transport association .
The establishment of the RNV was necessary because the individual companies alone were not competitive in a liberalized transport market. Through an optimized use of personnel - the same performance is provided with fewer staff - and a new company collective agreement with lower wages and salaries compared to the parent company, personnel costs are reduced. Synergy effects should also be realized through joint purchasing of goods and services.
The employees previously employed by the parent company will remain there and will be made available to RNV by way of temporary employment. However, the RNV only pays the wage costs according to the new company collective agreement. The remaining amount remains with the parent company as restructuring costs. New hires will only be made at RNV at the tariffs applicable there.
The infrastructure remains with the parent company, but is maintained by RNV.
The vehicle fleet of the parent company was brought into the RNV. An exception are 56 low-floor wagons procured by MVG (Mannheimer Verkehrs-Aktiengesellschaft) and OEG between 1994 and 1996, which are tied to today's MVV Verkehr GmbH as part of cross-border leasing with Wilmington Trust . Therefore, they cannot be contributed in kind.
Vehicle maintenance is also carried out by RNV. For this purpose, the Central Workshop for Transport (ZWM) , which previously belonged to the shareholders of the RNV, was brought into the new company and is now referred to as the main workshop within the RNV .
The competitive structures are also to be used to win the concessions for lines in the Rhein-Neckar district that will expire in the coming years and which have been served by HSB and MVV OEG AG so far. In addition, it is planned that RNV will participate in further line tenders in the Rhine-Neckar area.
As part of a corporate design, the buses and trains that were previously painted differently are gradually being painted in the basic colors orange and white; Sapphire blue is the third corporate color only on the tracks.
At the end of 2005, RNV took over V-Bus GmbH, and in March 2006 Omnibusbetriebe Beth GmbH.
In 2009, the RNV took over the concessions for regular services in the three cities.
Since 2014, images from surveillance cameras at the stops have been transmitted to the control center, where they are to be used to secure connections.
As of December 2017, the RNV maintains a route network of 750 km. It has 187 rail vehicles and 187 buses, which are operated by around 2000 employees.
Acquisitions
As the first subsidiary of RNV, V-Bus GmbH was created at the end of 2005 through the takeover of the Oskar Mühlhäuser travel service in Viernheim , in which RNV holds 99 percent of the shares. In March 2006, Omnibusbetriebe Beth GmbH from Lampertheim was taken over .

Line numbers
With the timetable change in December 2006, a start was made to standardize the line numbers throughout the RNV in cooperation with the VRN. New numbers were assigned to the bus routes in Mannheim and all Heidelberg routes. With the timetable change in December 2008, this process was completed as part of a complete redesign of the bus network in Ludwigshafen.
Before that, there were tram lines in Mannheim and Heidelberg with the same number, while the Mannheim and Heidelberg buses did not fit into the three-digit line numbers proposed by the VRN (Mannheim with letters, Heidelberg with two-digit numbers). As a compromise between RNV and VRN, the lines within and between the three large cities and the Rhine ferry Altrip were assigned one- and two-digit numbers.

Bus routes with a regional character, some of which were previously in the number range of the cities, were relocated to the 500, 600 and 700 number ranges as part of the line network redesign, which are provided by the VRN for the surrounding areas of the cities. The 100 and 200 areas, in which the VRN used to sort the lines of the three cities, in some cases contrary to their actual use, have been used for the bus routes in the West Palatinate since a change in line numbers was carried out in Mannheim and Heidelberg .

Due to the demolition of Hochstraße-Nord Ludwigshafen and the construction of the city street City West, some changes to the route network were planned, the implementation of which was postponed by at least ten years due to the current situation in connection with the urgently needed priority of the renovation or demolition of Hochstrasse Süd has been. - new bus line every 20 or 30 minutes between Oggersheim Hans-Warsch-Platz and Ludwigshafen-Oppau.
- new bus line in peak hours every 20 or 30 minutes between Ludwigshafen-Oppau and Mannheim-Sandhofen.
- Line 84 from Oppau to Frankenthal is to run every half hour throughout the day.
Lines 14 and 15 are expected to transport 10% more passengers over the Rhine Bridge, and line 12 in Ludwigshafen 5%.
To speed up bus traffic, additional special bus lanes are to be set up in Ludwigshafen , as well as a connection between Pasadenaallee (main station forecourt) and ZOB that can be used for regular buses. At Paul-Kleefoot-Platz, the north-south connection is to be rebuilt for more flexibility.
In mid-2018, the RNV announced that it was considering an extension of the light rail network from Ludwigshafen in the direction of Mutterstadt and Frankenthal . The expansion from Oppau via Edigheim to the Pfingstweide in the north of Ludwigshafen is also being investigated, and the expansion from Rheingönheim to Neuhofen in the south.
Passenger information
At many RNV stops there are electronic display boards showing the next departures, with the line number on the left, the destination in the middle and the expected departure time or the waiting time until departure in minutes on the right. This so-called dynamic passenger information (DFI) usually shows the actual time until departure (actual time). The actual time is displayed via the computer-aided operations control system (RBL) of the RNV. The vehicles are continuously located via GPS , from which the travel time to the stop is calculated. The display of the schedule time (target time) is also technically possible and is used for vehicles that do not have the AVL equipment in the vehicle or the signal was not received due to interference. Text information, for example about operational disruptions or diversions, can also be uploaded to the DFI from the control center. Departure times for all stops can also be called up in real time using the “rnv Start.Info” mobile phone app .
Service and security
Since October 2009, 15 external RNV employees have been accompanying the RNV buses and trains in smaller teams as part of the “Service and Security” project. These employees are trained in safety, tariff, route information, technology and first aid. The conception of this project is unique in Germany.
Major projects
Rhein-Neckar-Tram 2020
In June 2018, the RNV announced that it had ordered 80 ForCity Smart trams from Škoda Transportation . There is also an option for 34 more railways of this type. The first trains are to be delivered to RNV from 2021.
Primove
In Mannheim, by mid-May 2015, seven of the 22 stops (on the outward and return journey) on bus route 63 had been equipped with inductive charging technology based on the Bombardier Primove system. Two electrically powered buses from the Swiss manufacturer Carrosserie Hess have been in daily service on this line since June 22, 2015 . A Mercedes-Benz Vito equipped with the Primove charging system was also purchased as a company vehicle . In spring 2018 it was announced that the Primove project will not be expanded any further. It turned out that the bus route 63 chosen for the experiment, with a journey time of 46 minutes and a downtime of only 6 minutes, simply had too little buffer to be able to operate regular services without major delays.
Climate protection and green electricity
Since March 2014 all electrically powered vehicles, as well as all stops, administration buildings and workshops of the rnv have been powered by 100% certified green electricity. According to rnv, this saves 31,000 tons of CO 2 every year . On the roofs of the depots, ecological electricity is generated for the Rhine-Neckar metropolitan region. Since April 2018, rnv has also owned several e-cars that are part of the fleet as commercial vehicles. In the 15 hybrid buses that have been in use since 2016, the energy that is generated when braking is stored in capacitors and thus supports the restart. Since January 2019, RNV in Mannheim and Heidelberg have been testing six fully electric e-Citaro buses from Mercedes as part of a pilot project.
Connection of new city quarters in Mannheim
The city administration of Mannheim is striving to connect the Franklin residential area in Käfertal , which has emerged from earlier American barracks, to the RNV rail network. In addition, the Glückstein district in the Lindenhof district is to be connected with a branch line parallel to federal highway 36 .
Mobility network Heidelberg
The Heidelberg mobility network was set up to improve the local transport network in Heidelberg . Several kilometers of tram tracks should be relocated. Some of these projects had already been implemented by the end of 2019. In this context, Heidelberg's newest district, Bahnstadt , was made accessible by two tram lines.
Old town
A tram route into the old town is planned, but with a significantly different route than the route through the pedestrian zone Hauptstraße until 1976 . The municipal council passed the decision in principle for such a stretch through the Friedrich-Ebert-Anlage on April 22, 1999. An exact route has yet to be determined by the Heidelberg City Council. No concrete planning can be started until this committee has passed a resolution.
Neuenheimer Feld
A new tram line is to be built in Neuenheimer Feld for better access to the university, the route of which corresponds to today's bus routes 31 and 32. The three bus routes that have been running here every ten minutes have been overloaded for a long time. Between 2003 and 2015, traffic in Neuenheimer Feld increased by a third. It is expected that the approximately 2.5 km long new line would double the number of passengers from the previous 7,000 passengers per day.
Among other things, around one million patients per year and around 30,000 commuters are affected by the project. In addition, there will be a significant increase in traffic expected in 2019 when the new building for the Heidelberg University Surgical Clinic is completed.
Advance planning
In 1992, an engineering office was commissioned by HSB to plan the route. As early as March 1993, the university commissioned an expert opinion due to concerns. The HSB then commissioned the Technical Academy Wuppertal (TAW) to investigate electromagnetic interference from overhead line operation and its effects on the university's measuring instruments. According to the study available at the beginning of 1995, a route on the southern edge of the road directly in front of the Physikalisch-Chemisches Institut (PCI) would lead to considerable measurement inaccuracies.
Resumption
Planning was resumed in 2003, with the university meanwhile requesting a motorway access road.
The HSB commissioned the TAW with an expert opinion on the effects of EM disturbances of the overhead line on the instruments of the German Cancer Research Center (DKFZ), which came to the same result as an expert opinion commissioned by the DKFZ at DE-Consult : The tram was with "technical measures" Compatible with the existing facilities at the time, but not with the underground facilities planned at the time, whereupon the DKFZ examined re-planning. The HSB had a cost-benefit study carried out for the project, which came to the conclusion in June 2004 that a tram was more economical than an expansion of bus traffic.
Alternative routes through the Klausen path - and thus the edge area instead of the core area - and from the head clinic into the Klausen path were alternately examined. University rector Peter Hommelhoff announced in October 2005 that he wanted to let the project fail with the route through the street “Im Neuenheimer Feld” instead of the Klausen path. As early as mid-2008, the Verkehrsclub Deutschland, in the expectation that an agreement would not be possible, recommended building at least the then less controversial section to the head clinic - initially as a branch line.
The municipal council of Heidelberg decided on April 21, 2009 that the route should run through the street “Im Neuenheimer Feld” after the rector of the University Bernhard Eitel informed local council members that the university could also agree to this route if the Klausenpfad for more motor vehicle traffic would be expanded. The 19 Rhein-Neckar-Variobahns purchased in 2007 have already been equipped with supercaps , known as " MITRAC Energy Saver" (ES) , so that they do not have to rely on the overhead line in sections.
First plan approval
After the project on 10 June 2014 by the Regional Council in Karlsruhe (RPK) plan established was complained University, MPI and DKFZ against the resolution. A construction freeze was issued in December 2014 after an agreement was reached shortly.
After negotiations between the mayor and the city administration with the plaintiffs, which led to these changes on March 5, 2015 with the consent of the municipal council, the RNV submitted an amendment request to the RPK in March 2015, which was approved on January 27, 2016. As a result of the changes brought in with this application, the project, which was previously planned at around 37.5 million euros, would become another 1.5 million euros more expensive. They include
- relocating the route in Hofmeisterweg further south in order to have less influence on the botanical garden,
- another section without overcurrent , which was initially planned with an overcurrent limitation of 770 A, in front of the PCI, where the limit value of 50 nT required by the university for the new line is far exceeded with the trams already running through Berliner Straße,
- a mass-spring system in the MPI / PCI / Geological Institute area, as well
- a speed reduction for the trams in this area to 30 km / h and
- an additional entrance for vehicles to the MPI,
with which all change requests of the plaintiffs were fulfilled. The RNV hoped to be able to end the dispute out of court with the amendment. The university, however, which, according to its rector, does not need the tram, had already announced that it would still want to sue, since simultaneous car traffic was "not manageable". Before reaching an agreement, she demands approval for further expansions in the direction of Neuenheimer Feld, including another Neckar bridge.
Court hearing
The oral hearing of the university's lawsuit was supposed to take place at the Administrative Court of Mannheim on March 9, 2016, but the date was canceled because the university objected that it would not be able to comment properly on the extensive written pleadings before the oral hearing began
; It has been postponed to May 10th. In the opinion of the Rector of the University Bernhard Eitel, the route with the variant through the Klausenpfad could long be finished.
On May 11, 2016, the administrative court of Baden-Württemberg overturned the planning approval decision because the regional council ignored the university's arguments and assumed the correctness of the repeated tests of the RNV without its own examination of the alternative routes, which the court did as early as December 2014 was criticized and then could have been improved by the regional council.
Furthermore, the development plan of July 28, 1960, which is still in force, would also conflict with the project, as it was not of supraregional importance, but according to which today's bus traffic is also only possible on the basis of a contract that would also enable the tram. In the opinion of the VGH, the new line is not of national importance, although it is one of the most sensible local transport projects in Germany. However, the city could draw up a new development plan.
The presiding judge also read a memo from an employee of the RPK, according to which Alexander Thewalt, the head of the Office for Traffic Management, did not consider another plan change procedure to be sensible, and the city only formally entered into the negotiations in order to have a culprit. The RNV lawyer replied that this was said in connection with the constantly repeated negotiations with the Max Planck Society. Thewalt himself then said that he wanted to continue using the campus train and that he couldn't explain how the RPK employee could have understood him differently.
Reactions and further demands
All Heidelberg city councilors were surprised by the clarity of the VGH decision. So far, the university has been exempted from the development plan for new construction projects. Arnulf Weiler-Lorentz (Bunte Linke party; city council) suggested that this should not be done in the future, since otherwise there would be even more traffic in the Neuenheimer Feld, and that the development plan for the tram planning should be changed accordingly.
With the revocation of the planning approval decision, the university's demands for the expansion of the Klausen path, a fifth Neckar crossing, a motorway feeder and a campus extension are now in the room, which, according to proponents of the Stadtbahn, it wants to enforce "on the backs of the population". There have been protests from the population against the “North Feeder” since 1966. The planning, which can no longer be used, has already cost RNV two million euros.
The fifth Neckar crossing required by the university was planned as a bridge before the area was opened up in the 1920s, but it was never implemented. It would run through the 1987 designated nature reserve "Lower Neckar, Part 1: Altneckar Heidelberg-Wieblingen", which has been an FFH area since 2005 . In 2002 the university proposed an enclosed bridge with a small tunnel to the Kurpfalzring in the new Schollengewann development area in Wieblingen, the cost of which was estimated at € 23 million. In October 2005 this proposal failed due to an environmental impact assessment . According to this, the Neckar crossing can be dispensed with if other measures such as the expansion of local traffic, parking space management and the reconstruction of congested traffic hubs are implemented. As an alternative, a tunnel under the Neckar has recently been proposed, the cost of which is estimated at € 75 million. The proposals also include an elevated railway from Heidelberg-Bahnstadt to Neuenheimer Feld, although a poor cost-benefit factor is to be expected, as this would not be a means of transport previously available in the city.
The city now wants to work with the university on a “master plan” to optimize the transport links to the Neuenheimer Feld, which is expected to take several years. The Lord Mayor Eckart Würzner expects that - should there be new tram plans - the tram would not be expected for twelve years at the earliest. According to him, the city does not want to have any new parking garages built in Neuenheimer Feld even after the VGH judgment, as this would make motor vehicle traffic more attractive and increase congestion. At the moment (October 2019) it is still unclear whether the master plan will include the planning of a tram route.
Electoral Complex East
The prince electoral complex east of the Roman circle was rebuilt at the end of 2015, after which the line buses also use the track body of the tram route. The sub-project Kurfürstenanlage Ost is thus completed.
Central station north
The Heidelberg Hauptbahnhof stop on the north side of the main station was redesigned by September 10, 2019 . The tram stop was relocated directly to the north exit of the train station in order to abolish the previously necessary road crossing for passengers. This created three platforms on four tracks and two replacement platforms on the line to Edingen. The carriageway was passed north of the new stop. In addition, a track triangle was created, which enables diversions of RNV line 5 from or to Mannheim via Karl-Metz-Straße. As part of the sub-project, the track in the western part of the electoral complex was also redesigned.
Bahnstadt
The new Heidelberg-Bahnstadt district has been opened up since December 2018 by a 2.2 km long tram line, construction of which began in autumn 2016. The new line replaced the old line that ran through the 1.1 km part of "Eppelheimer Straße" in Heidelberg-Bahnstadt. On June 25, 2014, the documents for the planning approval were submitted to the Karlsruhe Regional Council, and on September 25, 2015, the planning approval decision was issued.
The route swivels (seen from the direction of Eppelheim) at the level of the “Alcatraz” student dormitory away from the previous route to the right, the previous route is no longer required and should be dismantled in due course. The line is on a gradient of up to 25 ‰ until the road is left, as the road and the previous line cross under the bridge of the feeder tracks to the former marshalling yard, which has now been demolished. Until shortly after the next stop, the new line is about 360 m with a gradient of 17 ‰. The Eppelheimer Terrasse stop is located at the level of the former “Eisenbahner-Sportplatz” stop shortly after crossing the first street . The route follows the “Green Mile” road on a special track with a lawn track to a triangle with a radius of approx. 25 m in both inner arcs at the intersection with Galileistraße, at the eastern corner of which is the new Gadamerplatz stop , which is a dynamic stop with barrier-free traversable Cape platforms is a special feature in the RNV network. At the northern corner of the Gleisdreieck there is a corresponding replacement stop, the route there leads straight along the Galileistraße on to the Czernybrücke, at the beginning of which the existing street is reached again on “Czernyplatz”. The route to the east continues along the Green Mile and crosses the “Platz am Wasserturm” in a 175 m curve. The Hauptbahnhof Süd stop was built parallel to the “Czernyring” street at the former intersection of “Güteramtsstraße” . The route continues along the Czernyring to “Montpellier-Platz”, where it is connected to the route to Kirchheim via a track triangle.
In the grass track, the route was planned with the rail profile S 49, otherwise Ri 59, as an overhead contact line with single catenary with side masts. The rectifier substation "Montpellierbrücke", which had already been prepared for this, was expanded to supply the line. After the completion of the route, tram lines 22 and 26 opened up the Bahnstadt. The first section of the new route (Pfaffengrund-Gadamerplatz-Czernybrücke) went into operation on December 17, 2017. The second section (Gadamerplatz-Montpellierbrücke) followed a year later.
The measure, which cost around 9.4 million euros, was funded with 4.2 million euros by the state of Baden-Württemberg in accordance with the State Municipality Transport Financing Act (LGVFG).
Pfaffengrund - Eppelheim
By December 2017, the line through Heidelberg-Pfaffengrund had already been converted into a special track body with turf track . In addition, the Kranichweg and Stotz stops have been merged to form the new “ Kranichweg / Stotz ” stop . The construction work to renew the previously single-track bridge from 1936 over the federal motorway 5 lasted until December 2018, which is why a detour for motorists was set up. The bridge was previously only accessible to some of the vehicles.
There was a referendum against the new bridge because residents feared more traffic noise and other variants had not been adequately investigated. This was followed by a referendum on July 3, 2016 , in which 17.37% of those eligible to vote rejected the municipal council resolution for the new building and 21.9% rejected the rejection; 39.5% of the voters cast one vote, of which 18 votes were invalid. The referendum, which cost the city € 15,000, is valid and the building project is not rejected. All parties found this result to be satisfactory. In retrospect, the advertising measures carried out by the RNV were criticized as being too expensive because they were probably financed by grants from the municipalities involved
.
Construction began in late 2016 and was completed in summer 2018. The measure, which cost around 15 million euros, was funded with 1.3 million euros from the state of Baden-Württemberg in accordance with the State Community Transport Financing Act (LGVFG).
Eppelheim - Schwetzingen
The tram route to Schwetzingen, which existed until 1974, was to be rebuilt, but this was prevented by a referendum in the intervening Plankstadt on May 25, 2014.
Connection of the future PHV district
Since 2018-19 there have been considerations about the tramway development of the future PHV district (formerly a US military settlement named after the American Patrick Henry ). At the beginning of 2020, the Heidelberg municipal council had various routes that are now being checked for efficiency by experts. The local council then has to agree on a route.
Modernization of the radio network
In 2007 the previous analog radio systems of the RNV were replaced by a uniform digital radio network according to the TETRA standard. A contract with a volume of around 7.5 million euros was concluded for this purpose. Motorola was commissioned by the general contractor Siemens VDO Automotive with the delivery, installation and commissioning of a TETRA Dimetra IP radio system. The notice boards at important stops, such as Mannheim Hauptbahnhof or Heidelberg Bismarckplatz , are now centrally controlled from the operations control center. The radio network consists of a total of 7 radio cells, 3 of which are underground. Thanks to the new radio network, the 470 vehicles and 330 radio devices can now communicate with one another throughout the RNV business area.
