Rockford is located in northeastern Iowa at the confluence of the Winnebago River with the Shell Rock River , which is part of the Mississippi River basin via the Cedar River and the Iowa River . The border with Minnesota runs about 50 km north, while the Mississippi forms the border between Iowa and Wisconsin about 160 km east .
