The Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade , Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade , also PIC Convention and Rotterdam Convention is, an international treaty on chemical safety in international trade in hazardous substances . The goals of the convention are the shared responsibility and cooperation of the contracting states to protect human health and the environment from substance risks. Among other things, with the conclusion of the agreement in September 1998, the more than 100 contracting parties decided on a qualified information system. According to this, a procedure of prior consent is required for certain dangerous chemicals and plant protection products after the importing countries have been informed by the exporting countries about the import of a relevant substance ( Prior Informed Consent , therefore also PIC Convention ). This regulation is intended in particular to protect developing countries from the uncontrolled importation of substances that they do not have sufficient information and infrastructure to safely handle.

The Convention was ratified by Germany in 2001, Switzerland and Austria in 2002 . The convention entered into force on February 24, 2004. In Switzerland it was implemented in national law in the PIC Ordinance , which came into force on January 1, 2005.
