Life

Born in Berlin as the son of a government architect, Kamps studied law at the Eberhard-Karls-University after graduating from high school . In 1905 he was reciprocated as Kamps III in Corps Borussia Tübingen . As an inactive , he moved to the Rheinische Friedrich-Wilhelms-Universität Bonn and the Friedrich-Wilhelms-Universität zu Berlin . In 1907 he began the legal preparatory service at courts in his hometown . In 1912 he became a court assessor . During the First World War , Kamps was initially employed as a reserve officer in the 2nd Badischer Dragoon Regiment No. 21 in Bruchsal in 1914 . In April 1916 he transferred to Aviation Department No. 52, which he was a member of until November 1917. Unable to do front duty due to a plane crash, at the end of the war he was in the giant aircraft replacement department at Döberitz airfield .

After the end of World War I, Kamps joined the Reich Finance Administration, was promoted to government councilor in 1920 and worked for various state tax offices in the Province of Lower Silesia , the Province of Upper Silesia , in East Prussia and in the Province of Westphalia . On March 1, 1930, he was appointed senior government councilor at the state tax office in Leipzig.

Politically, Kamps was initially active in the German National Protection and Defense Association, then he joined the German National People's Party . On January 5, 1931, he finally joined the NSDAP, where he worked as a block warden, Gauredner and confidante of the NSDAP's ring of sacrifices in Leipzig. Kamps had been an honorary city councilor in Leipzig since February 1933.

On May 6, 1933 he was appointed Saxon Finance Minister. In this capacity he was also the representative of Saxony in the Reichsrat from 1933 until the body was dissolved in February 1934 . Due to numerous conflicts with Gauleiter and Reich Governor Martin Mutschmann , Kamps is said to have tried several times for a replacement, but ultimately remained at his post at the request of Reich Finance Minister Lutz Graf Schwerin von Krosigk , who considered him a "solid financial expert". Kamps held the office of finance minister at least until the ministries were transformed into departments of the "regional government" on April 10, 1943.

On November 9, 1943, Kamps, who had been honorary leader of the SA since 1934 , was appointed SA group leader.
