Breisgau-S-Bahn 2020 is a project to set up an S-Bahn system in the greater Freiburg area . The project was launched by the Freiburg Regional Transport Association (ZRF). The first stage of operation began in the 2020 timetable. In November 2012, DB Netz announced that the project, which had been estimated at 290 million euros, could be up to three times more expensive. Therefore, the concept should initially only be implemented with reservations.

background
Under the project name "Breisgau-S-Bahn 2005" a new transport concept was developed on the pilot routes ( Breisacher Bahn , Elztalbahn and eastern Kaiserstuhlbahn ). These railway lines have been expanded, the stations modernized and the timetable significantly expanded. During the day the trains run every half hour . On the Breisacher Bahn, the Breisgau-S-Bahn GmbH took over operations from Deutsche Bahn in 1997 . Since then, Regio-Shuttle (RS1) is used. SWEG trains have been running on the eastern Kaiserstuhlbahn between Gottenheim and Bahlingen every 30 minutes since May 2000, and two new stops have been opened. The Breisgau-S-Bahn GmbH has also been operating on the Elztalbahn since December 2002 , and all stations were modernized by September 2004. The increase in passengers on the Elztalbahn was 300% within ten years.
planning
On May 18, 2012, a financing agreement was signed with the railway to expand the Elztalbahn and the Neustadt – Donaueschingen section, the Höllentalbahn . The costs have so far been estimated at 290 million euros. In November 2012, the railway announced that the expansion of the routes could be up to three times more expensive. For example, the expansion of the Elztalbahn is expected to cost 66 million euros instead of the 19 million euros set. The state government then agreed to take over the Breisacher Bahn and the Elztalbahn and expand them itself. The country is also looking into supporting the financing of the vehicles.
Tendering of transport services
The transport services to be provided were put out to tender across Europe. In order to allow more competition, the route network was divided into three award areas.

activities
A cooperation agreement between RVG and NVBW dated March 11, 2009 included the electrification of the following routes in the Freiburg area by 2018, the completion of which was in some cases delayed by February 2020:
- KBS 723: Breisach - Riegel-Malterdingen ( Kaiserstuhlbahn )
- KBS 724: Riegel Ort - Gottenheim (Kaiserstuhlbahn)
- KBS 725: Bad Krozingen - Münstertal ( Münstertalbahn ); Completed in 2013
- KBS 726: Denzlingen - Elzach ( Elztalbahn )
- KBS 727: Neustadt - Donaueschingen ( Höllentalbahn )
- KBS 729: Freiburg - Breisach ( Breisach Railway )
After the completion of the 3rd and 4th track, the Freiburg freight bypass will also be used for passenger traffic by building two connecting curves at the intersection with the Breisacher Bahn.
The project includes the modernization and barrier-free expansion of the stations to a uniform platform height of 55 centimeters above the top of the rails . In the medium term, the construction of several new stops is also planned.
- Rheintalbahn: Eschbach-Tunsel, Freiburg-Vauban (instead of the current Hp Freiburg-St. Georgen), Freiburg Komturplatz (instead of the current Hp Freiburg-Herdern)
- Höllentalbahn: Freiburg Pressehaus, Freiburg Stadthalle, Freiburg Kappelertal, Birkenhof
- Freight bypass railway: Freiburg-St. Georgen, Freiburg-Haslach, Freiburg Runzmattenweg, Freiburg Messebahnhof, Freiburg Tullastraße
In addition, the tram network in Freiburg is to be significantly expanded and transfer stations with regional rail lines are to be created. In addition, the regional bus routes are to be coordinated with rail traffic.
Expansion stages
2020
With the start of operations for the timetable change in December 2019 in the procurement networks "Breisgau East-West" and "Freiburg Y" as well as "Rheintal" in June 2020 [obsolete] , more direct connections without changing trains should be created. The line S1 / S10 should every half hour in Gottenheim and hourly in Titisee since December 15, 2019 winged be. Due to problems, I have to continue in Gottenheim to Endingen a. K. to be transferred. Target concept
The target concept envisages eight lines and should be 235 kilometers long. Compared to the expansion status in 2020, a continuous 30-minute cycle to Elzach, the routing of the S2 and S3 via the freight railway, the extension of the S41 to Sasbach and a 15-minute cycle on the section between Himmelreich and Gottenheim are planned ( Extension of the S11 and the existing S1). However, the S-Bahn lines 4 and 41 on the Rheintalbahn in particular depend on the construction of the third and fourth track through the Rhine plain, as otherwise there will not be enough capacity for regional traffic.
