The 1998/99 season was the 24th and final season of Division 1 as the second highest Swedish ice hockey division . Subsequently, Division 1 became the new third highest Swedish division, while HockeyAllsvenskan was introduced as the new second division.
mode
The league was divided into four groups with eight teams each in the preliminary round. The first two in each group qualified for the Allsvenskan, while the other six teams had to compete in a qualifying round. For the qualifying round, the teams received between zero and five bonus points according to their main round placement. The top two in each qualifying round qualified for the playoffs. The four last placed in the qualification groups had to compete in the relegation to qualify for the newly founded HockeyAllsvenskan .
Of the eight teams in the Allsvenskan, the first two qualified for the Kvalserien. The teams in places three to six of the Allsvenskan qualified for the second playoff round. The two playoff winners and the two Allsvenskan winners met in the Kvalserien together with the last two of the Elitserien for promotion or relegation, the two first-placed winners were allowed to compete in the Elitserien in the following season.
Each team received two points for a win, one point for a draw and zero points for a defeat.
