Simion Bughici
Simion Bughici ( maiden name: Simon David ; born December 14, 1914 in Iași ; † February 1, 1997 in Bucharest ) was a Romanian politician of the Romanian Communist Party PCR (Partidul Comunist Român) , who was among other things ambassador in various states, between 1952 and 1955 Foreign Minister of the People's Republic of Romania and Vice-Prime Minister from 1955 to 1957. He later served briefly in 1969 as Minister for the Food Industry and from 1969 to 1974 as Vice President of the PCR's party college.
Life
Underground work, imprisonments and MPs
Simion Bughici, who came from a Jewish family and was born Simon David, attended high school for three years and worked in the textile industry. At the age of fifteen he began his political engagement in the socialist youth as a member of the communist youth organization UTCdR (Uniunea Tineretului Comunist din România) . In 1931 he was also an employee of the Red Aid (Ajutorul Roşu) and in 1932 a member of the city committee of Ajutorul Roşu in his native Iaşi. In 1932 he joined the illegal Romanian Communist Party PCdR (Partidul Comunist din România) and carried the cover name “Emil Becşa” for his activities. Because of his activities, he was convicted by the court martial of the II Army Corps in March 1934 and arrested on March 9, 1934 in Iași. After his release he worked in 1934 as Weber at the factory Adriana in Iaşi and engaged there in 1935 as a member of the Regional Party Committee in Iaşi County and was also in various party organizations on the rivers Bistriţa and Trotuş active.
In 1936 Bughici was first a member of the regional party committee in Prahova County , but shortly thereafter arrested and sentenced by the Tribunal in Brașov and sentenced to five years in prison. The detention he served in doftana prison , where other leading politicians and communist activists like Gheorghe Apostol , Nicolae Ceausescu , Gheorghe Gheorghiu-Dej , Emil Bodnăraş , Ştefan Foriş , Alexandru Moghioroş , Gheorghe Pintilie , Grigore Preoteasa and Chivu Stoica were imprisoned. He was released in 1940 but arrested again shortly afterwards. He was subsequently interned in camps in Caracal , Târgu Jiu , Wapnjarka and Grosulovo. During his imprisonment he was a member of the leadership of the local illegal party leadership. In March 1944 he managed to escape from the Grosulovo camp to Târgu Jiu, whereupon he became secretary of the Moldova Region Party Committee in 1945 .
Party official, MP and ambassador
In 1946 Simion Bughici was first secretary of the party committee in the Brașov district and then in 1947 instructor of the PCdR Central Committee (ZK). In 1948 he took over the position of head of the cadre department of the Central Committee of the now Romanian Workers' Party PMR (Partidul Muncitoresc Român) . At the Sixth Party Congress of the PMR (February 21-23, 1948) he became a candidate for the Central Committee of the PCR. In 1948 he became a member of the Grand National Assembly (Marea Adunare Națională) and was a member of this until 1975.
In 1949 he joined the service of the Foreign Ministry and was Extraordinary and Plenipotentiary Ambassador in the Soviet Union and remained in this diplomatic top job until 11 July 1952. At the same time he was between 1949 July 11 and 1952 in personal union as ambassador to the Mongolian People's Republic and accredited in Finland . At a Central Committee plenum on January 24, 1950, he became a member of the Central Committee of the PMR and belonged to this body until the Eleventh Party Congress of the PCR (November 24 to 27, 1974) .
Foreign Minister, Vice Prime Minister and Minister for Food Industry
After Ana Pauker was disempowered , Simion Bughici was dismissed from his ambassadorial post and took over as her successor on July 11, 1952, the office of Foreign Minister of the People's Republic of Romania (Ministrul de external) in the Gheorghiu-Dej I cabinet . From January 28, 1953 to October 4, 1955, he also held the post of Foreign Minister in the Gheorghiu-Dej II cabinet . In the following cabinet, Stoica I, he held the post of Vice-Prime Minister (Vicepreședinte al Consiliului de Miniștri) from October 4, 1953 to March 19, 1957 .
After leaving the government, he acted from May 27, 1957 to 1961, first as deputy head of the Central Committee's Department of Economics and then from 1961 to June 8, 1965 as head of the Consumer Goods Section of the Central Committee. In 1968 he became President of the Central Union of Consumer Cooperatives CENTROCOOP (Uniunea Centrală a Cooperativelor de Consum) . On March 13, 1969, he changed again to the government and took over the office of Minister for the Food Industry (Ministrul industriei alimentare) in the Maurer V cabinet . However, he only held this ministerial post until June 26, 1969, when he was replaced by Gheorghe Moldovan . At the tenth party congress of the PCR (6 to 12 August 1969) he was elected vice-president of the party college of the PCR and held this function until the eleventh party congress of the PCR (24 to 27 November 1974). He finally became a member of the Central Review Commission of the PCR at the Eleventh Party Congress of the PCR (November 24-27, 1974) and was a member of this body until the Twelfth Party Congress of the PCR (November 19-23, 1979) .
Awards
For his many years of service Simion Bughici has won several awards and received among others the 1948 Star of the People's Republic of Romania Class Two (Ordinul Steaua Republicii Populare Române) , in 1948 the Order of Labor Class Two (Ordinul Muncii) , in 1948 the Order of defense of the fatherland Class Two ( Apărarea Patriei ) , 1954 the Order of Labor First Class, 1955 the Order of Labor First Class, 1959 the Order 23 August Second Class (Ordinul 23 August) , 1961 the Medal for the 40th Anniversary of the Communist Party (Medalia “40 de ani de la înființarea PCR ") , 1964 the order of August 23, first class, 1966 the order of Tudor Vladimirescu, second class (Ordinul Tudor Vladimirescu) , the medal for liberation from the fascist yoke (Medalia" Eliberarea de sub jugul fascist ") and 1971 the Star of the Socialist Republic of Romania First Class (Ordinul Steaua Republicii Socialiste Romania) .
