Sonja Steßl (born May 25, 1981 in Graz ; Sonja Steßl-Mühlbacher until October 1, 2013 ) is an Austrian manager and former politician . From September 2014 to May 2016, she was the State Secretary responsible for administration and public service in the Federal Chancellery . From December 2013 to September 2014 she was State Secretary in the Federal Ministry of Finance . In addition, she was a member of the Austrian National Council from 2009 to 2013 and shortly after her resignation as State Secretary in 2016 . She has been working for the insurance group Vienna Insurance Group AG (Wiener Städtische) since 2016, and Stessl has been regional director in Styria since July 2018.

Education and career

Sonja Steßl attended elementary school in Feldbach from 1987 to 1991 and then from 1991 to 1996 the lower level of the federal high school in Gleisdorf . She moved to the Bundesoberstufenrealgymnasium in Jennersdorf, where she graduated from high school in 2000 . This was followed by studying law at the Karl-Franzens University in Graz from 2000 to 2005 and obtaining a Magister iuris degree .

She completed her court internship at the Graz Higher Regional Court from 2005 to 2006. She then became an assistant to the management of the Joanneum Research Forschungsgesellschaft. In 2008 she moved to the Legal Department at Efkon AG. From April 2009 to December 2013 she worked in the department for corporate organization and quality management at the NanoTecCenter Weiz research company.

Sonja Steßl has been working for the SPÖ in the Feldbach district (now: Southeast Styria district ) since 2006 . In March 2007 she got a seat on the presidium of the Styrian SPÖ state organization. After Elisabeth Grossmann moved from the National Council to the Styrian state government , Stessl, who had been behind her on the state list for the SPÖ in the Austrian National Council election in 2008 , was able to move up. On September 18, 2009, it was proposed for the National Council at a meeting of the party executive committee of the Styrian SPÖ. Christian Füller from Judenburg , who was also under discussion as a candidate, did not get a chance. On September 23, 2009, Steßl was sworn in as a member of the National Council. Until the end of 2013, she was a member of the Justice Committee, the Constitutional Committee and the Science Committee of the National Council. For the XXV. On December 16, 2013, Sonja Steßl was sworn in as State Secretary in the Federal Ministry of Finance , now headed by Michael Spindelegger , and has since been a member of the Federal Government under Werner Faymann (SPÖ) . As State Secretary for Finance, she succeeded Andreas Schieder (SPÖ). On September 2, 2014, one week after the resignation of ÖVP Finance Minister and Vice Chancellor Michael Spindelegger from all offices, she moved to the Federal Chancellery as State Secretary. There she was entrusted by the Chancellor with the areas of administration and public service as well as the agendas of e-government and structural policy. On the SPÖ side she was also responsible for the intra-coalition negotiations and coordination ("mirroring") of tax, budget and financial agendas.

During her tenure in the Ministry of Finance, Stessl advocated a tax reform and a tightening of the instrument of voluntary disclosure in financial criminal law, which has been in force since October 1, 2014. She also made suggestions to intensify the fight against sales tax fraud in Austria through the obligation to register a cash register, an obligation to provide receipts and a lottery.

In June 2014, Steßl, as State Secretary for Finance, faced criticism because, in an interview in the period in Fig. 2, despite repeated requests from the moderator Armin Wolf, she did not explain how the model of a "millionaire tax" (wealth tax from a net worth above Tax exemption of one million euros) should be designed specifically with percentages, although she mentioned a possible tax revenue of up to 1.5 billion euros. As a result, doubts about their professional competence were expressed in individual media and social networks. Steßl himself then argued that the coalition partners SPÖ and ÖVP had not yet agreed on a volume of tax relief (on September 27, 2014 an agreement was reached on at least 5 billion euros) and on the basis of counter-financing, so it was at this point in time would have made little sense to discuss details such as percentages. The political negotiations on tax reform began in December 2014 under the leadership of Chancellor Faymann and Vice Chancellor Mitterlehner and, as agreed, culminated in a Council of Ministers resolution on March 17, 2015. The "cash register obligation" called for several times by Steßl as a measure against sales tax fraud, with expected additional income of 900 million euros per year, is an essential part of the counter-financing of tariff relief in the amount of 4.9 billion euros annually. The ÖVP finally refused to approve a "millionaires tax" and the reintroduction of inheritance and gift taxes as part of the counter-financing.

In January 2015, Steßl, as the state secretary responsible for the federal civil service, initiated a system change in Austrian civil service law relating to the issue of "advancement deadlines" in the salary system. The change became necessary after the European Court of Justice repealed the previous regulation on November 11, 2014. According to Steßl, the "budget-neutral" new regulation was passed on January 21, 2015 in the National Council. This led to Austria-wide protests by judges and public prosecutors who feared loss of life earnings. After Steßl had agreed to make "technical adjustments" to the law by mid-2015 in order to compensate for any losses, the professional representatives declared the protest measures to be over on January 25, 2015.

In 2014, Steßl initiated the government project of a "Digital Roadmap" for Austria, a corresponding expert paper was presented to the public in February 2016 together with ÖVP State Secretary Harald Mahrer and was available for online discussion.

On May 17, 2016 it became known that Sonja Steßl is no longer a member of the government team newly formed by the designated Federal Chancellor Christian Kern and will be replaced in her role as State Secretary by Muna Duzdar . From May 19, 2016 to June 30, 2016, Sonja Steßl was again a member of the National Council. In June 2016, her withdrawal from politics became known, with her national council mandate subsequently going back to Klaus Uwe Feichtinger . On July 1, 2016, she switched to Wiener Städtische Versicherung , where she took over the management of health insurance from October 1, 2016. Stessl has been regional director of Wiener Städtische Versicherung in Styria since July 2018.
