Stasi 2.0

from Wikipedia, the free encyclopedia

The term Stasi 2.0 is a political catchphrase that first developed on the Internet . The political protest campaign associated with this catchphrase criticizes various domestic political projects of the German Federal Government , including in particular the online searches of private computers or data retention as proposed by the then Federal Minister of the Interior, Wolfgang Schäuble , as well as legal restrictions on net neutrality and freedom of information . The choice of words Stasi 2.0 alludes to both the state surveillance policy of the GDR by the Ministry for State Security ( Stasi for short ) and the term Web 2.0 , which stands for the latest advances in internet technology.

Concept history

Stasi 2.0 is a network culture term that is directed against the threat to digital civil rights . Stasi 2.0 serves as protest tagging in order to continue the "opposition to extensive data storage". The main focus of the protest are the domestic political demands of Interior Minister Wolfgang Schäuble. The so-called Schäuble stencil , or Schäublone for short, serves as the logo of this protest movement . The term was also reported in conventional mass media such as the Tagesschau and in the Süddeutsche Zeitung .

Protest against the policy of the Federal Ministry of the Interior

Action Stasi 2.0 - The state now knows everything

The term refers primarily to the security policy represented by the former German Interior Minister Wolfgang Schäuble ( CDU ) and Justice Minister Brigitte Zypries ( SPD ) - in particular to the discussed and in some cases already practiced surveillance measures online searches and data retention , but also to those that are not technically required Measures such as the collection of body odor samples, which the GDR State Security had already known, and the detention of globalization critics before and during the G8 summit in Heiligendamm .

Under the motto Stasi 2.0 and the use of the Schäublone as a recognition feature, various protests against the security policy mentioned are often held. Shortly after the term was created, activists, for example, expressed themselves in front of the Berlin Reichstag building as part of an art campaign under the motto Stasi 2.0 - The State Now Knows Everything Concerned, while the Federal Cabinet decided on the draft on April 18, 2007 for data retention. By means of large-format signs, symbolically sensitive information of the citizens was revealed and attention was drawn to the possible consequences of data retention.

Schäublone at IFA 2007

In another action, activists from the working group for data storage and the Chaos Computer Club carried out a spontaneous go-in over the Telekom stand at the Berlin International Radio Exhibition 2007 , with various banners being hoisted next to the drawer .

In May 2007, the catchphrase was used extensively on election posters, protest campaigns and information material during the state elections in Bremen during a visit by Wolfgang Schäuble.

The protest against the security policy of the Ministry of the Interior became particularly loud with the strong presence of various Stasi 2.0 campaigns at the demonstrations Freedom instead of Fear , which, according to data protection officer Thilo Weichert, became the largest protest action for civil rights and data protection since the census boycott of 1987.

Protest against the blocking of websites, nickname polemics

As a reaction to the plan to block websites and use secret blacklists under the administration of the BKA and without judicial control, the nickname "Zensursula" for the initiator and then family minister Ursula von der Leyen was created within the network culture in spring 2009 . A similar logo and font are used as in the Stasi 2.0 protests. However, "Stasi 2.1" was chosen as the lettering , which is intended to clarify a new version of the surveillance state. The term "Zensursula", as a satirical combination of the first name of the Federal Minister for Family Affairs and the word censorship (the network blocks are viewed by critics as ineffective with regard to their ostensible purpose and as not controlled by the rule of law, and parts of the corresponding technology are seen as a potential part of more effective censorship for the Internet ), found its way into reporting outside of the German-speaking area and became better known through the song “Zensi, Zensa, Zensursula”, which dealt ironically with the topic of network blocking.

Network activists, but also lawyers, IT specialist press, a large number of IT specialist associations, civil rights activists, victims of abuse, victim protection organizations and the opposition see the law as an ineffective measure against child pornography , which, however, benefits perpetrators and at the same time could massively restrict basic rights. The infrastructure set up for the blocking can be used for further censorship measures without any problems , since it enables unpleasant content to be checked and "real-time monitoring" is implemented.

When the then economics minister Karl-Theodor zu Guttenberg made negative comments on the news program Tagesschau about critics of the Internet blockages and indirectly accused them of promoting child pornography, this earned him the nickname Guttenzwerg and the reputation of an Internet printer within the network culture . In the style of the Stasi 2.0 template, a similar motif with Guttenberg and the text “Ahnungslos. But concerned. ” Spread.

Symbol of the protest movement

Schäublone

The logo in the form of a spray stencil with the term Stasi 2.0 and the likeness of Wolfgang Schäuble was developed by the media computer scientist Dirk Adler, published by the weblog dataloo and thus developed under the name Schäublone ( suitcase word from Schäuble and stencil ) to the symbol of the protest movement.

Shortly thereafter, a corresponding motif called Platterone was created with the Austrian Minister of the Interior Günther Platter . In addition, 19 further portraits of politicians and a special font were published.

The logo is used in demonstrations against state surveillance measures, such as the political art campaigns of the Chaos Computer Club, a day of action on the occasion of Schäuble's visit to Bremen or on the occasion of a protest at the 2007 Berlin International Radio Exhibition by the data storage working group . The motif is increasingly being used as graffiti or stickers in the public space of numerous cities ( street art ) and also exists there in several further developed variants.

Despite concerns of his legal department about the motif, the Leipzig online service Spreadshirt took over the production and dispatch of t-shirts with the motif of the Schäublone after a previous rejection . Spreadshirt founder and CEO Lukasz Gadowski made a lasting contribution to printing:

“I respect Schäuble and understand the sensitive security situation. But politicians simply have to expect satire. "

Until the end of June 2007, Spreadshirt donated five euros to the data storage working group for each shirt sold , which raised a total of over 11,000 euros.

Incidents

At the end of August 2007, a computer science student who was visibly carrying the motif on his car was reported by the police on initial suspicion of insult, the picture was confiscated and the case was forwarded to the Munich public prosecutor. The proceedings were discontinued in October 2007.

In November 2007, some fans of the 1. FC Union Berlin soccer club in the An der Alten Försterei stadium expressed their displeasure with the increasing surveillance of soccer fans with a large-format Schäublone . In order to avoid previously announced confrontations with the police, the stewardship of the club asked the fans under threat of being banned from the house to remove the said banners, which they followed with another banner with the inscription Free expression of opinion? reacted and then left the stadium closed. The 1. FC Union then apologized to the fans concerned and stated that the security service had reacted incorrectly and exaggeratedly.

At the beginning of April 2008, a flag with the motif of the screw-cap was withdrawn from the Veltins-Arena in Gelsenkirchen during a soccer game against FC Barcelona, with reference to the house rules of FC Schalke 04 . The flag was taken into the stadium in response to a police cauldron at the Schalke fan project before the home game against MSV Duisburg on March 15, 2008. The police would check whether charges are being made for "using anti-constitutional symbols," according to a folder. During the game against FC Hansa Rostock on April 5, 2008, 9 shovelons in the form of flags and double brackets as well as three banners on the subject of freedom of expression were seen as a reaction to the flag being pulled into the curve. Again it was asked to remove the stubblons. This request was not followed. In the place of action in the stadium there was a conversation between the lead singer of the Ultras Gelsenkirchen and the police. There it was announced that an investigation would be initiated against anyone who held such a double holder. When the police were informed about the "Stasi 2.0" campaign, they admitted that this would not have been known and that they would check whether the reports were upheld. The proceedings were discontinued a short time later, as the Federal Ministry refrained from filing a criminal complaint following a request from the public prosecutor.

criticism

Critics see the designation as an inappropriately exaggerated and inadmissible trivialization of the original term Stasi , also with regard to its victims.

Other critics see the criticism too focused on individual politicians. The control mentality underlying politics in society would not be taken into account. According to this, there is not only the state's interests in control, but also a “ block wardenmentality within society. It is advised to analyze the reasons for this mentality more closely: “Anyone who wants to read about their neighbors in the newspaper, what kind of sexual customs they have or how anti-community they are guilty of incorrect waste separation, has little scruples about what is strong, protective The state is concerned. ”A critical consideration also includes the question of which measures receive particularly little attention in society, for example in the noiseless “ expansion of the small Federal Border Guard into a huge Federal Police ”. The mentality in society towards “strangers” and “minorities” such as immigrants is addressed.

Schäuble explained his displeasure with the Schäublone in an interview with the taz :

"The equation of my person with the Stasi is an insult."
