The SuisseID - in today's SwissID passed - was the first version of the standardized electronic proof of identity of Switzerland , with a legally valid electronic signature is possible. SuisseID was launched in 2010, driven by the State Secretariat for Economic Affairs , distributed by four providers, including Swisscom and Swiss Post . Private individuals or companies could identify themselves online and legally sign electronic documents. The federal government invested more than CHF 20 million, but the number of registrations remained far below expectations. The reasons for the lack of success were the complicated technical implementation, high entry barriers, the lack of need and costs on the user side of around CHF 50 per year.

Introductory phase

As part of the third stage of economic stabilization measures, the Federal Council decided to accelerate the introduction of SuisseID. SuisseID was launched on the Swiss market in May 2010.

The SuisseID was available from four different providers. The QuoVadis Trust Link Switzerland Ltd and the Swiss Post / SwissSign AG supplied both businesses and private individuals. The Swisscom (Switzerland) Ltd supplied exclusively companies and the Federal Office for computer science and telecommunications (BIT) gave the SuisseID for administrative needs. The SuisseID from QuoVadis cost 195 CHF with a term of three years. At Swiss Post, prices varied between CHF 104 and 363, depending on the duration and additional functionality. In 2010, the federal government subsidized the purchase of a SuisseID for CHF 17 million with an amount of CHF 65. Companies that carried out a pioneering project in 2010 and wanted to use SuisseID for their web application also received financial support from the federal government. 150 projects applied for this.

The pioneering projects include the support of SuisseID through OpenID , Contrexx and ABACUS Business Software .

By the end of 2010, over 271,000 SuisseIDs had been issued and 110 providers supported.

Functions

The SuisseID system contained two elements:

  • Electronic proof of identity - with SuisseID, electronic services could be used that require secure identification of users or customers.
  • Qualified electronic signature - documents could be electronically signed with SuisseID. The so-called electronic signature was forgery-proof and legally equivalent to a handwritten signature.

An electronic proof of function , also called a function register or Identity Provider (IdP), should be added as a further element.

Areas of application

SuisseID certificates should be used for various purposes in the digital world. The main areas of application were that electronic documents could be legally signed, authenticated e-mail communication could take place, documents (digital mass signature, notarisation and digital time stamp for the legally compliant filing and archiving of electronic information and documents in accordance with the Business Register Ordinance, GeBüV) could be archived. In addition, the functions of e-commerce and invoicing as well as a secure login process with authentication and authorization of users for access to company networks, intranet and Internet applications and secure hard disk encryption were offered.

Legal basis

The accounting ordinance, the federal law on the electronic signature, ZertES, the ordinance on the electronic signature, VZertES, the VAT law, VATG, and the VAT ordinance, VATV, were the legal bases.

In Switzerland (as in some other countries) the electronic signature has been equated with the handwritten signature by the legislature ( Art. 14 Paragraph 2bis OR).

The SwissID was launched as the successor SuisseID on 16 May 2017th In 2017, the Swiss Post subsidiary SwissSign AG took over the trademark rights of SuisseID from its parent company. Together with other state-affiliated companies - including SBB and Swisscom - as well as financial companies and insurance companies, it formed the SwissSign Group .

This has learned from the mistakes of the federal government - the new SwissID is free and the entry barriers are less high. If you use the first level of identification, you only need to create a user account with a password. With this access data, users can log in to all companies in the SwissSign Group and other companies. In a second step, the SwissID can be supplemented with further data such as the postal address, birthday or bank details - thus further services can be obtained or products can be purchased.

To create and implement the SwissID as a uniform digital identity , 17 companies from different business areas founded the supporting company SwissSign Group AG on March 5, 2018 . The previous joint venture SwissSign AG of the Post and SBB will be integrated into the group. SBB, Post, Swisscom , Credit Suisse , Raiffeisen , the financial services provider SIX , UBS , Zürcher Kantonalbank , the insurers Axa , Baloise , Helvetia , Mobiliar , Swiss Life , Vaudoise and Zurich as well as the health insurers CSS and Swica form the broad, state-affiliated sponsorship of the joint venture. Entris Banking is the 18th member on board. In August 2018, the Geneva Cantonal Bank acquired a 3% stake in the company.

Swiss Post was the first company to introduce SwissID for its app . The SBB should follow next. Since March 2018, it has also been possible to log into PrivaSphere Secure Messaging with the SwissID. The St. Galler Kantonalbank wants to activate the SwissID for the first services by autumn 2018. The canton of Jura has been using the services since December 2018, and the canton of Graubünden followed in February 2019. Since August 2019, it has been possible to log in to SwissPass using the SwissID as an alternative.
