On November 7, 1978 in the United States, the House of Representatives was elected. The election was part of the general election to the 96th United States Congress that year, in which a third of the US Senators were elected. Since the elections took place around the middle of the term of office of Democratic President Jimmy Carter ( midterm election ), they were also considered a vote on the previous policy of the president.

The number of MPs to be elected was 435. The distribution of seats was based on the 1970 census .

The election resulted in a slight turnaround in favor of the Republicans. This gained 14 seats and could now put 157 congressmen. At the same time, the Democrats lost 14 seats, their two-thirds majority. With 278 congressmen they still made up a clear absolute majority. The reasons for this development were an energy crisis and rising inflation. In addition, the Republicans were gradually recovering from the aftermath of the Watergate affair .
