Zumpfort joined the FDP in 1972 and was state chairman of the German Young Democrats in Schleswig-Holstein from 1974 to 1976 . From 1974 to 1995 he was a member of the FDP state board of Schleswig-Holstein and from 1983 to 1988 also the FDP federal board and from 1985 to 1988 he was state chairman of the Schleswig-Holstein FDP. On April 30, 1979, Zumpfort replaced the deceased MP Walter Peters in the Bundestag and was then a member of the German Bundestag until 1983 . He was always drawn into the Bundestag via the Schleswig-Holstein state list.

Under his leadership, the FDP succeeded in re-entering the Schleswig-Holstein state parliament in the 1987 state elections , and Zumpfort also took over the chairmanship of the FDP state parliamentary group. Since there was a stalemate in the state parliament between the CDU and FDP on the one hand and the SPD and SSW on the other, there was a new election in May 1988, in which the FDP failed at the five percent hurdle .

Documents on his membership in the German Bundestag are in the archive of liberalism of the Friedrich Naumann Foundation for Freedom in Gummersbach .
