The Central and State Library Berlin ( ZLB ) is the public central library of the State of Berlin with state librarianship tasks.

History and legal basis

The ZLB was created on October 1, 1995 through a Berlin state law as a legally responsible foundation under public law . The America Memorial Library and the Berlin City Library have been combined in the foundation . With the Library Law Amendment Act, the Berlin Senate Library and the Berlin General Catalog were also incorporated into the foundation on January 1, 2005 . In 2011, the library had 3.4 million electronic and printed media. According to their own statements, it is the “largest public library in Germany” and “the best-attended cultural and educational institution in Berlin”.

The foundation manages itself. The management is incumbent on the board of directors and management director Volker Heller, who is under the control of a foundation board, which makes the fundamental decisions. The chairmanship of the foundation council is occupied by the Senate Department for Culture and Europe . The foundation's buildings belong to the real estate special property of the State of Berlin (SILB) and are managed by Berliner Immobilienmanagement (BIM) .

The task of the foundation (together with the local public libraries) is to supply all sections of the population in Berlin with media and information. The books, recordings and other offers are thematically distributed between the two buildings of the foundation. The foundation owns important historical collections and bequests in the Berlin collections. In addition, the Foundation is the deposit copy library for all writings published in Berlin. In the western part of the city, this task was previously taken over by the university library of the Free University of Berlin . An offer by the ZLB and the local libraries since summer 2008 was VÖBB24, the lending of electronic media via the web 24 hours a day. VÖBB24 was replaced at the end of 2016 by the digital offers of the VÖBB and brings together all digitally available media of the VÖBB.

The ZLB belongs to the Association of Public Libraries Berlin (VÖBB) and the Library Association of the Cooperative Library Association Berlin-Brandenburg (KOBV) . She is a member of the German Library Association, Berlin State Association.

Partner libraries are the Center Georges Pompidou in Paris and the All-Russian State Library of Foreign Literature Rudomino in Moscow.

Library of the year 2019

On May 23, 2019, the German Library Association announced the award of the ZLB with the title "Library of the Year 2019". The reasoning states "... that this library with its newly developed participatory offers and digital services constantly reacts to social and media changes in an exemplary strategic way and thus positions itself as a public place in the middle of urban society."

New building at one location

On October 17, 2011, the ruling parties SPD and CDU decided on a new building for the ZLB, which was to be built on the edge of Tempelhofer Feld and to bring all of the library's locations together in one place. The new building project became obsolete with the referendum on Tempelhofer Feld in Berlin on May 25, 2014, which prohibited building on the site. However, the ZLB continued to pursue the goal of merging the locations in a functionally suitable building. The ZLB is now to be rebuilt on the grounds of the America Memorial Library in Kreuzberg . The usable area is 37,000 square meters and the costs are estimated at 360 million euros. Construction is not expected to start until 2025 at the earliest.

Sunday opening

Since September 24, 2017, the ZLB has been open at the America Memorial Library on Sundays from 11 a.m. to 5 p.m. with a program of events. There will be no library advice during this time for reasons of labor law ( Section 9 and Section 10 of the Working Hours Act ). These event Sundays are organized by an event office.

Next Library® Conference 2018 and VÖBB Festival

From September 12 to 15, 2018, the Central and State Library Berlin and the German Federal Cultural Foundation organized the Next Library® Conference in Berlin in cooperation with Kulturprojekte Berlin GmbH . The aim of the event was to explore new roles and potentials of public libraries in today's society.

The venue was the America Memorial Library and the Blücherplatz, where temporary structures made of wood and metal were erected in the form of a space station. This set was then also used on the following weekend for the VÖBB festival on the occasion of the 20th anniversary of the Association of Public Libraries in Berlin.

Berlin collections

The “Berlin Collections” section of the ZLB procures Berolinensien as complete as possible. The collection currently comprises around 200,000 Berlin media.

In addition to Berlin books and magazines, the Berlin collections of the ZLB house almost 4,000 Berlin city maps, approx.15,000 Berlin postcards, approx. 400 Berlin daily newspapers from 1724 on approx.15,000 microforms and a magazine clippings collection with approx. 150,000 original newspaper clippings from Berlin daily and weekly magazines since the 1930s through 2006.

The topic of Berlin is a main focus of the ZLB's retro-digitization activities. In addition to the continuous retrospective digitization of public domain works from the Berlin collections, including maps and city maps, the ZLB's retro-digitization projects to date include, in particular, the Berlin address and telephone books from 1799, the Berlin official publications and parliaments from the early 19th century and various To highlight Berlin's culture and architecture magazines. The retro digital copies are published in the Digital State Library Berlin of the ZLB, where they are mainly offered in unrestricted full-text retrieval and with the option of free downloads.

The historical collections and special collections are part of the Berlin collections of the ZLB. They comprise a total of around 500,000 volumes in over 50 private libraries belonging to Berlin personalities, primarily from the 19th and 20th centuries. In addition, there are over 55,000 autographs and personal papers from Berlin personalities in the Berlin collections.

As a state library, the ZLB has the legal mandate to collect and permanently store everything that is published in Berlin - regardless of its content. The ZLB thus makes an important contribution to the preservation of the written cultural assets of the State of Berlin. The basis for this has the Copyright Act .

Provenance research

The holdings of the Central and State Library Berlin (ZLB) contain books that were confiscated from their rightful owners during the Nazi regime between 1933 and 1945. This Nazi-looted property, more precisely "cultural property seized as a result of Nazi persecution", includes not only objects that were forcibly stolen by the executive organs of the Third Reich or expropriated by discriminatory laws, but also those that had to be sold by the persecuted in order to escape or to enable survival.

The tasks of the Provenance Research Unit of the ZLB include checking the holdings, identifying the stolen books and determining their origin in order to return them to the owners or their heirs. The work is publicly documented in the cooperative provenance database Looted Cultural Assets .

Conservation competence center

The Center of Competence for Preservation of Archives and Libraries in Berlin and Brandenburg (KBE) is located at the ZLB . It was founded by an initiative of the Senate Chancellery for Cultural Affairs of the State of Berlin and the Ministry of Science, Research and Culture of the State of Brandenburg.

“This is one of the few regional initiatives that aims to achieve a structural improvement in the preservation of archives and libraries. The focus is on building up and expanding the network of libraries and archives in the two federal states. "

Perspectives of the media offer

Disputes were held about the procurement and supply of media by the Central and State Library in Berlin - both internally and in a protest campaign with over 20,000 signatories. Of around 70,000 new media annually, around 28,000 enter the ZLB as gifts or deposit copies from the Berlin publishers. Almost 40,000 media were selected by the in-house editing department by 2016 . Under the new board member and management director Volker Heller , who has been in office since 2012 , a restructuring was implemented, which should lead to a rationalization of the procurement and recording system of new media and to the relocation of large parts of the associated work to other priorities. With a "third-party service quota" of less than 5 percent, the ZLB was more than ten times below the comparative values ​​of other public and academic libraries.

Uniformity is not planned, the ZLB management said, but editors should spend significantly less time looking through order lists and assembling books in order to have more leeway for user support and imparting digital skills. The repositioning of the inventory management aimed at in the ZLB was supported by the library association dbv-Berlin.

Today, a large part of the newly acquired media is purchased as a package, so-called standing order, based on profiles created in-house. The acquisitions are supplemented by various kinds of acquisitions. There has been a long public discussion about these changes in media acquisition.

Library clerkship

The ZLB carries out a two-year preparatory service for library trainees in career group 2, the second entry office for the library service branch in the academic services branch. The recruitment takes place on October 1st of each year. The preparatory service concludes with the library career examination Library assessor from.
