The 1963/64 season was the 25th season of the 1st divisjon , the highest Norwegian ice hockey division . Gamlebyen became champions for the eighth time in the club's history . Rosenhoff IL and SK Frigg were relegated to the second division.

In the main round, each of the eight teams played a total of seven games. The four best-placed teams qualified for the final round, whose first-placed champions became. The other four teams had to compete in the relegation round, the last two of which were relegated to the second division. Each team received two points for a win, one point for a draw and zero points for a defeat.
