In the Oberhimmelbrunn gendarmerie post of gendarmerie post commander Josef Walz and auxiliary gendarme Anderl Seidl, the mood is gloomy: The mayor of Oberhimmelbrunn wants to close the post so that the building can be used for tourism. A post is not necessary because a crime never occurs in the village anyway. Josef is saddened because if he were laid off he would be retired immediately. Anderl is desperate because he would have to leave his lover Rosel, who is also a first-class cook. It is precisely this fact that reinforces the mayor's wish to close the post, as Rosel is his daughter.

One day Rosel appears excitedly at her father's house, as several hams and tins of lobster have been stolen from the pantry of her inn. Anderl and Josef begin the investigation, but Rosel secretly confesses to Josef that she faked the break-in so that the gendarmerie post would not be closed. The break-in is reported anyway. Since the responsible Rittmeister Lanz suspected that smugglers could be behind the break-in who wanted to stock up on food for their thieves' tours, he sent the police officer Florian Thaler to Oberhimmelbrunn for an undercover investigation. Officially, he is supposed to go on vacation there for 14 days. Florian is happy to take up the job, as he knows that twelve young women who he met while working as a ski instructor also go on holiday in the area.

In Oberhimmelbrunn, Florian quickly suspects that the break-in was only faked, as Rosel said during the interrogation that the window to the dining room was smashed from the inside. In order not to let the case come to a hasty conclusion, Anderl lays a trail with a prepared ski and prepares one of the abandoned mountain huts as if someone were living there. Little does he suspect that the mountain hut actually serves as a shelter for a group of antique smugglers. Since the ideas about the wrong lead come from a detective novel by Josef and Anderl forgets it in the hut, Florian quickly tracks them down. He still covers them, after all, he made contact with the twelve young women and fell in love with their director Eva. With a trick he was even able to get them to let him stay with them.

Shortly before the departure of the women, Florian organized a fox hunt in which he was the fox. On his tour through the mountains he passes the ski hut that Anderl had prepared. Suddenly he hears a shutter slam and sees one of the smugglers in the hut. It comes to a duel and finally to a wild chase, at the end of which Florian can catch not only one smuggler, but the whole gang and hand over his comrades to the police. With the arrests Florian completely forgot about the fox hunt. The women around Eva wait in vain for him and are so disappointed in the end that they leave early. Florian, who was promoted to lieutenant for his act and thus also head of the police's ski school, follows the women and can finally catch up with them. There is a reconciliation with Eva, who will marry Florian. Everything will be fine between Anderl and Rosel too. Florian's success was only possible through the preparatory work of Anderl and Josef. Anderl is promoted to gendarme, but prefers to become an innkeeper and marry Rosel. Mayor Fux gives his consent and Rosel and Anderl embrace.

Twelve Girls and a Man is based on the play Die Gangster von Valence by Wolfgang Ebert . The film structures were created by Fritz Jüptner-Jonstorff and Theodor Harisch . The film was made in the Rosenhügel studio of Wien-Film GmbH; the outdoor shots were made in Zürs , Lech and Arlberg .

Toni Sailer sings the songs I am the happiest person in the world and Oh, Sulaika in the film .
