action
While General George Washington leads the fight against the British Empire on the battlefield, the Continental Congress in Philadelphia spends its time on the trivial and evades the debate about American independence . The leader of the Independence Group is the aggressive John Adams from Massachusetts , whose constant pressure has brought the matter to a standstill. John Dickinson of Pennsylvania leads the opposition hoping for a reconciliation with England . In quieter moments, Adams looks at the picture of his wife, Abigail Adams, who lives in Massachusetts and gives him support in her letters.
Richard Henry Lee of Virginia rides to Williamsburg , Virginia to get permission to propose independence. Dr. Lyman Hall joins the Georgia congregation and is immediately asked by his colleagues about his views on independence. Weeks later, Lee returns with a resolution and the debate on the issue begins. In the debate, Caesar Rodney , who is very weak from cancer, collapses and is brought back to Delaware by his colleague Thomas McKean .
There will be no decision in the upcoming vote either. It is adjourned.
Hancock appoints a committee that includes Adams, Franklin, Roger Sherman of Connecticut , Robert R. Livingston of New York, and Thomas Jefferson . Jefferson refuses because he wants to return to Virginia to live with his wife Martha. The others remind him of his responsibility and can convince him that his diplomatic manner and literary skills are needed. Jefferson develops writer's block because he misses his wife.
The debate climaxed when the Southern delegates, led by Edward Rutledge of South Carolina , threatened to leave Congress if an anti- slavery clause is not lifted. Adams sticks to the clause, but Franklin appeals to him to allow the passage to be deleted so that they vote first on independence and the formation of a nation and postpone the fight against slavery until a later time. Adams leaves the final decision to Jefferson, who reluctantly agrees. With this clause repealed, 11 colonies out of 13 are in favor of independence. New York abstains again as they have received no instruction from their colony's parliament.
After Lewis Morris received news of the destruction of his property from General Washington, New York finally withdrew his abstention and agreed to sign the document. Hancock is the first to sign the Declaration of Independence, which is ready for signature, and the others, including the New York delegates, also sign, creating the United States on July 4, 1776.

It was the only appearance in a feature film for Ralston Hill, Ron Holgate, David Ford, Charles Rule and others.
