Last season's two relegated teams were only replaced by one promoted team. Of the two teams that had got a second division license, NK Segesta Sisak only reached eighth place in the 3rd HNL . With NK Radnik Sesvete only one team was promoted to the 2nd HNL.
The 15 teams played against each other twice during the season; once at home and once away. So each team played 28 games.
NK Dugopolje was champion, but could not meet all requirements for the 1st HNL and had to stay in the second division. Three teams were relegated.
