The 23rd edition of the CECAFA Cup , officially the 1999 Palmares CECAFA Championship , took place from July 24th to August 7th, 1999 in Rwanda . Twelve East and Central African teams played here for the title of East and Central African champions. Rwanda won its first title.

Game mode

The twelve participating teams from eleven countries played in four groups of three teams each. The group runner-up played against the group leader in the other group in the quarter-finals, the winners of which met in the semi-finals. The two semi-final winners played for the title in the final. The semi-final losers played for 3rd place.
