The 27th edition of the CECAFA Cup , officially the 2003 Palmares CECAFA Championship , took place from November 30th to December 10th, 2003 in Sudan . Six East and Central African teams played here for the title of East and Central African champions. Tanzania and Ethiopia withdrew their participation. Uganda won its ninth title. Tanzania (after the tournament started) and Ethiopia (before the tournament) withdrew their participation.
The six participating countries played in two groups of three teams each. The group runner-up played against the group leader of the other group in the semi-finals. The two semi-final winners played for the title in the final. The semi-final losers played for 3rd place.
