The seventeenth edition of the CECAFA Cup , officially the 1990 Palmares CECAFA Championship , took place from December 8th to 20th, 1990 in Zanzibar . Seven East and Central African teams played here for the title of East and Central African champions. Uganda won its fifth title.
The 7 participating countries played in two groups with four and three teams respectively. The group runner-up played against the group leader of the other group in the semi-finals. The two semi-final winners played for the title in the final. The semi-final losers played for third place. The 3-point system was introduced for the first time.
