The present city was founded in 1867 in the middle of a predominantly agricultural region on a railway line of the then Chicago and North Western Railway . Like the county, the place was named after Charles Carroll from Maryland , one of the founding fathers of the USA. In 1869 Carroll was incorporated as a separate municipality. In the same year, the county administration was moved to Carroll, which is centrally located in Carroll County.
