Political career

Since his school days Palmer was politically active in the Junge Union . In 1989 and 1994 he was elected to the city council in Stuttgart. In 1996 he became State Secretary in the Baden-Württemberg Ministry for Science, Research and Art and was considered a beacon of hope for the Southwest CDU , especially since he also became chairman of the CDU Stuttgart in the same year. He led the party until 2008, which won both mayor elections during this period and, contrary to the national trend, recorded a considerable increase in membership. From 2001 to 2008 he was a member of the state parliament for the constituency of Stuttgart II (Filder constituency) in the state parliament of Baden-Württemberg .

From 1998 to 2004, Palmer was Minister in the State Ministry of Baden-Württemberg and was considered the “right-hand man” of Prime Minister Erwin Teufel . As Minister of State, he coordinated state politics and initiated projects in the field of media policy, for example with the IT and media offensive “doIT” and the image campaign “We can do everything. Except High German. ” And the founding of the Baden-Württemberg Pop Academy in Mannheim, which he pushed through against resistance in the state and whose“ Spiritus Rector ”he is considered to be. From 1996 to 2008, Palmer was chairman of the supervisory board of the Baden-Württemberg Film Academy . With the Popakademie, the Filmakademie and the Akademie für Darstellende Kunst, Palmer pushed the development of all three "creative academies" in Baden-Württemberg.

As special representative of the Prime Minister, Palmer led the negotiations on the new building of the state fair at Stuttgart Airport.

Since 2001, Palmer was also Minister for European Affairs (Minister for Europe) and among other things became Chairman of the European Committee of the Federal Council in Berlin. Under his leadership, the Baden-Württemberg State Representation in Brussels was acquired in 2002 and, after renovation work, opened on February 5, 2004 by Prime Minister Erwin Teufel and EU Commission President Romano Prodi . In 2003 and 2004, Palmer represented the German federal states at the Intergovernmental Conference to implement and formulate the results of the European Convention in a constitutional text. The European Constitutional Treaty was not legitimized due to the negative referendums in France and the Netherlands, but was largely reflected in the EU basic treaty " Treaty of Lisbon " .

The humanities graduate Palmer confessed himself as state minister through a large number of speeches and contributions to historical responsibility and in this context initiated the Stauffenberg memorial at the House of History Baden-Württemberg in Stuttgart and campaigned for the Matthias Erzberger memorial in Münsingen. In 1998 he coordinated the transfer of Alfred Döblin's estate, recognized as a nationally valuable cultural asset, to the German Literature Archive in Marbach. In 2003 he organized the acquisition of the historically significant " Gray Passion " from Hans Holbein the Elder. Ä. for the Staatsgalerie Stuttgart.

On October 25, 2004, Palmer resigned as minister after he had clashed with the CDU member of the Bundestag Joachim Pfeiffer in a dispute over demands for resignation from Erwin Teufel , in which he slapped him. His severance pay initially caused criticism until it became known that he was donating it to a charitable cause in Stuttgart ( Vesperkirche Stuttgart ).

In the election to the state parliament of Baden-Württemberg on March 26, 2006, Palmer was directly re-elected as a member of the constituency of Stuttgart II with a 14.2% lead. Since July 19, 2006, he has been chairman of the Parliament's European Committee and thus the first point of contact for European issues.

In 2006, as a member of parliament, Palmer initiated the raising and exhibition of the sculpture treasure from Rosenstein Castle , so that since then all the remaining marble sculptures that were part of the Rosenstein Castle Sculpture Gallery in the 19th century have been exhibited to the public in the State Gallery of Stuttgart after appropriate restoration .

On May 31, 2008, Palmer resigned from the state parliament in order to devote more time to the profession. Thomas Bopp moved up for him . He passed the chairmanship of the Stuttgart CDU on to Michael Föll on October 2, 2008 .
