Its program included exhibitions on contemporary art, the organization of the art competition Northwest Art, classical modernism and cultural-historical topics. At the Kunstmuseum Stuttgart , Spanke had been the curator for classic modernism since 2006. He was in charge of the world's most important museum collection of works by Otto Dix and he campaigned for the rediscovery of Adolf Hölzel and the Stuttgart Avant-garde initiated by Hölzel . He was also responsible for the redesign of Otto Dix's home in Hemmenhofen on Lake Constance to become the Museum Haus Dix as a branch of the Stuttgart Art Museum, which he also managed until he left.

Especially his exhibition Modern Masters. “Degenerate” art in the Kunstmuseum Bern attracted attention in the context of the acceptance of the legacy of Cornelius Gurlitt , whose sole heir was the Kunstmuseum Bern. Gustav Lübcke Museum

In 2017 Spanke switched to the Gustav-Lübcke-Museum in Hamm as director . There he initiated the digital recording of the extensive collections of the house and planned a reorganization of the collection exhibitions. The regional archeology and urban history departments, which are distributed over different floors, were to be merged again in the long term, as were the arts and crafts and fine arts departments, and the ancient Egypt collection was to be redesigned. Another concern of his was the processing of the museum's history under Ludwig Bänfer during the National Socialist dictatorship. After only one and a half years, Spanke terminated his employment contract with the city of Hamm. Spanke also cited the lack of support within the Hamm city administration as reasons for his early departure, which would also have left him little freedom and opportunities to implement new ideas.
