The Turkish-German University ( Turkish: Türk-Alman Üniversitesi TAÜ , German abbreviation: TDU ) in Istanbul is a state university jointly established by the Republic of Turkey and the Federal Republic of Germany . The TDU campus is located in the Beykoz district on the Asian side of the Bosporus . The TDU is currently still being established, but will be the largest German university abroad.

history

The idea of ​​establishing a Turkish-German university goes back to the cultural agreement signed on May 8, 1957 between the governments of Germany and Turkey. The first plans were developed in the 1990s under Helmut Kohl's chancellorship , but could not be implemented, mainly for financial reasons (burdens of German reunification ). On December 6, 2007, an intergovernmental agreement was signed between the two countries. On 30 May 2008 the Turkish foreign minister signed Ali Babacan , German Foreign Minister Frank-Walter Steinmeier and the German Federal Minister of Education and Research Annette Schavan , the Foundation Agreement, as part of the in September 2006 by Steinmeier and his then counterpart Abdullah Gul launched Ernst Reuter initiative for cultural dialogue and understanding. On April 10, 2010 the law establishing the Turkish-German University was published in the Turkish State Gazette .

The TDU is financed jointly by both countries, with Turkey taking on the greater part of the costs. It provides the twelve hectare site (a former tree nursery owned by the Turkish Ministry of Agriculture), erects and finances the buildings and infrastructure and bears the running costs. The German Federal Ministry of Education and Research finances the lecturers and lecturers, the development of the curricula (curricula), the establishment of a language learning center, grants for local salaries, grants and further training. The costs for the German side are estimated at 12 million euros for the first four years, a total of almost 40 million euros.

In June 2009, a consortium of initially 22 German universities was founded, which, under the leadership of the German Academic Exchange Service (DAAD), coordinates the academic structure of the TDU with the university council of Turkey responsible on the Turkish side and the details of the establishment, operation, admission and the financing works out. Most recently, 27 members were represented in the consortium (26 universities and the DAAD). Six universities are represented in the presidium of the consortium, the former President of the Bundestag Rita Süssmuth holds the chair for three years . In addition to the university partners, private foundations and commercial enterprises should also participate in the planning. The institution is legally subject to Turkish university law.

The foundation stone of the TDU was laid on October 22nd, 2010 in the presence of the German President Christian Wulff and the Turkish President Abdullah Gül . It started with preparatory language courses, seminars and workshops for the qualification of junior staff. Regular teaching began in the 2013/14 winter semester in temporary buildings in the Beykoz district on the Asian side, facing the Black Sea, where the final university buildings will also be built. Full operation with up to 5,000 students will probably only be reached after three to four years. A later expansion to up to 20,000 study places is planned. For the 2013/2014 academic year, the university welcomed its first students in the fields of law, business administration and mechatronics, with a contingent of 40 students each and 5 students from abroad. The opening ceremony of the TDU took place on April 28, 2014 in the presence of the German Federal President Joachim Gauck and the Turkish President Abdullah Gül.

In the year of the coup attempt in 2016, 6 employees were laid off. Rector Akkanat criticized the German partners and a one-sided criticism of the restriction of academic freedom. Scientists who anonymously expressed concern about the situation in their home country would only want to put Turkey down.

In January 2020, the German Chancellor Angela Merkel and the Turkish President Recep Erdogan officially opened the campus.

The TDU is a state university under Turkish law. The rector of the university is therefore a Turk determined according to national regulations, his deputy will be a German. The founding rector appointed President Abdullah Gul on 13 October 2010, the three proposals of the Turkish Higher Education Council Ziya Sanal , by then a professor at the Faculty of Civil Engineering of the University of Applied Sciences in Munich . The entry requirement for students from Turkey is the central entrance examination ( Öğrenci Seçme Sınavı ; there is no final examination comparable to the German Abitur) at the secondary schools in Turkey. Intended for graduates of German schools leaving certificate on General university suffice official recognition is, however, still made.

The courses are intercultural. In contrast to other German universities abroad, the language of instruction will be predominantly German, and in some courses also Turkish and English. Therefore, the students are likely to be predominantly graduates of Turkish secondary schools that teach in German (for example, the İstanbul Lisesi , the German School Istanbul and the Austrian Sankt Georgs-Kolleg Istanbul ) or offer German teaching programs, as well as German and Turkish-born graduates of high schools in Germany . In principle, however, the university is internationally open. German language courses are offered to students as well as the opportunity to complete a few semesters in Germany. Further characteristics of the university should be the close scientific exchange with German universities and an intensive cooperation with Turkish and German companies.

Graduates should be able to obtain a joint degree from the TDU recognized in both countries or a double degree; are provided Bachelor , Master and Promotion ( Ph.D. ). These qualifications as well as the curricula and their quality assurance are based on the Bologna Process .
