Federal vote on family policy
In the federal vote on family policy on March 3, 2013 , the Swiss voters voted on Article 115a. The matter of the vote was the federal decree on family policy of June 15, 2012. As it provided for a constitutional amendment, the federal decree was subject to the mandatory referendum . The template was denied by the cantons .

The CVP -Nationalrat Norbert Hochreutener filed on March 23, 2007, a parliamentary initiative, which the Constitutional basis for a family policy in Article 116 of the Federal Constitution judged to be too narrow. The initiative focuses in particular on providing a needs-based range of day-to-day structures for families and schools to improve the compatibility of family and work ; Responsibility for this would remain with the cantons and communes, and the Confederation would only become active if they were insufficiently performing their duties.
On March 15, 2010, the National Council debated the parliamentary initiative, and a motion to extend the deadline by two years was approved with 97 votes in favor and 88 against (no abstentions). After evaluating the consultation from November 22, 2010 to March 4, 2011, the National Council, in its renewed session on this parliamentary initiative on March 7, 2012, passed the draft of a new constitutional article to promote the compatibility of family and work with 111 to 68 votes, with one abstention. The Council of States debated it on June 4, 2012 and adopted it with 30 votes in favor and 14 against, with no abstentions. In the final vote on June 15, 2012, both councils voted in favor, in the National Council with 129 for, 57 against and two abstentions and in the Council of States with 28 for, 12 against and one abstention.

On March 3, 2013, the federal vote on family policy was voted on. At the same time, referendums were held on the Federal People's Initiative “against rip-off” and on the amendment of June 15, 2012 to the Federal Act on Spatial Planning ( Spatial Planning Act , RPG).
The template failed despite Yes -Stimmenmehrheit the population ( popular majority ) of the No -Mehrheit the cantons (the cantons ).

The federal constitution is amended as follows:
Art. 115a Family Policy
- In performing its tasks, the federal government takes the needs of the family into account. He can support measures to protect the family.
- The federal government and the cantons promote the compatibility of family and employment or training. In particular, the cantons ensure that there is a need-based range of family and school day structures.
- If the efforts of the cantons or third parties are inadequate, the Confederation shall lay down principles for promoting the reconciliation of family and work or training.

- The federal government can issue regulations on family allowances and run a federal family equalization fund.
