FEDENATUR is a European network whose members are made up of local and regional bodies and their elected representatives who have direct competencies in the management of natural areas in the immediate vicinity or peripheral location of urban areas and metropolitan areas.

History and goals

FEDENATUR was founded in 1997 to serve its members as a platform for exchanging experiences on topics that are inextricably linked to the proximity of these natural areas to urban settlement areas. The necessity and topicality of such an association became apparent at least since the Rio Earth summit in 1992 and results primarily from the high urbanization rate: in Europe over 75% of the population live in cities and urban agglomerations. In contrast to national parks , which are often located a great distance from heavily populated urban areas and are primarily dedicated to protecting the environment and species, natural areas in periurban locations are confronted with both the preservation of biological diversity and the social function of everyday frequentation to enable through people.

Periurban parks can therefore u. a. be defined on the basis of their multifunctionality, which is synonymous with the fact that the administrative units of these natural areas have to deal with diverse challenges.
FEDENATUR, with the endeavor to stimulate the exchange of technical and organizational staff in such periurban parks at European level, is attacking at this point. In 2015 there were a total of 35 partners from eight European countries in the network. The headquarters of FEDENATUR is located in the administration of the Serra de Collserola low mountain range, a natural park in the center of the Àmbit Metropolità de Barcelona .

Projects

Since it was founded, FEDENATUR has been able to develop a variety of skills and gain extensive experience through the organization of numerous thematic conferences and specific study visits, but also through activities in the area of ​​communication and lobbying.

Since then, FEDENATUR has participated in a total of three European INTERREG projects with the aim of promoting the exchange of technical information and raising awareness of the concept of periurban parks.

As part of the PERIURBAN project funded by the EU program INTERREG IVC and co-financed by the European Regional Development Fund (ERDF), FEDENATUR was active for the entire duration of the project, from January 1, 2009 to December 31 2012, as communications coordinator. PERIURBAN aimed to stimulate the exchange of experiences on an interregional level in order to improve policies related to the management of natural spaces close to cities.

In this context, reference is also made to the preparation of two studies on behalf of the European Union's Directorate-General for the Environment. The first (2004), entitled “The place of periurban natural spaces for a sustainable city”, lists the functions of such natural spaces (ecological, social, economic and cultural). The second study (2009–2012) offers a more in-depth analysis of the various administrative methods, social functioning and facilities of peri-urban parks.

In 2005, FEDENATUR joined the European Habitat Forum (EHF), a group of non-governmental organizations active in environmental protection that provide advice to the EU's Environment Directorate-General. The EHF, whose members meet twice a year with the Commission officials of the DG, therefore serves to simplify direct communication between nature conservation organizations and the EU.

At the suggestion of FEDENAUR, the IUCN World Congress published a recommendation in 2008 that advocates the protection of periurban natural spaces in urban and metropolitan areas.

At least since the communication paper of the European Commission on the subject of green infrastructure (Green Infrastructure (GI) (COM (2013) 249 final)), the term has increasingly appeared in political discourse. On the basis of various documents, FEDENATUR has tried to use its wealth of experience to influence the process of developing this European strategy.
