The unscrupulous property speculator and MP for the right in the city parliament of Naples , Eduardo Nottola, speculates with cheap properties, which he would like to convert from arable to building land by a resolution of the city in order to realize his huge construction project, the residential complex “Bellavista”. The associated significant increase in the value of the previously cheaply acquired land would make him a rich man. Before that, all that remains to be done is to successfully master the upcoming elections.
When an old building that was not properly secured collapsed next to Nottola's construction site, several residents were buried under the rubble. Two of the house residents are killed and a boy loses both legs. He is then accused of having failed to observe the prescribed safety measures. The political opponents in the city parliament, the left-wing De Vita and Balsamo from the “center”, are trying to put an end to the building lion and bring corruption and bribery to the public. As a result, the press became aware of him. But when the “right-wing party” urged him to withdraw his candidacy before the elections, Nottola unceremoniously went over to the “middle party” and was able to return to the city council. With the voices of the center and the right, he was promoted to the position of senator for construction, and in the end he laid the foundation stone for his mammoth urban project “Bellavista”.
