Until 1803 Herbrum belonged to the Meppen office in the Niederstift Münster . In 1803 the Niederstift was dissolved due to the resolutions of the Reichsdeputationshauptschluss . The office of Meppen and thus Herbrum was assigned to the Duke of Arenberg as a replacement for the loss of his areas on the left bank of the Rhine .
In 1810 Herbrum became part of the French Empire . It belonged to the Lingen arrondissement in the Département de l'Ems Supérieur . The Duchy of Arenberg-Meppen was assigned to the Kingdom of Hanover in 1814/15 by resolutions at the Congress of Vienna . The offices were redistributed and Herbrum became part of the Aschendorf office.
In 1866, after the German War , the Kingdom of Hanover was annexed by Prussia and thus became a Prussian province. In 1885, the offices were dissolved and the province Hanover organized into new circles from office Aschendorf was the district Aschendorf .
On August 1, 1932, the Aschendorf and Hümmling districts were dissolved with effect from October 1, 1932 by an ordinance of the Prussian State Ministry . The new Aschendorf-Hümmling district emerged from both districts . On January 1, 1973, Herbrum was incorporated into the city of Papenburg as part of the municipal reform in Lower Saxony. Up to this point in time, the Herbrum parish was a member parish of the Aschendorf parish. With the district reform on August 1, 1977, the districts of Aschendorf-Hümmling , Meppen and Lingen became the district of Emsland .
