Howard C. Belton

Howard C. Belton (born January 2, 1893 in Algona , Iowa , † November 21, 1988 in Salem , Oregon ) was an American farmer and politician ( Republican Party ).

Early years

Nothing is known about Howard C. Belton's youth. At 17 he moved to Los Angeles ( California ). In 1915 he enrolled at the Oregon Agricultural College (now Oregon State University ) in Corvallis (Oregon), where he studied animal science . From 1917 to 1960 he ran a farm in Canby (Oregon).

Belton was a dedicated Canby parishioner. He served on the Canby Union School Board, served as President of the Canby Kiwanis Club and the Canby Chamber of Commerce , and was a founding member of Canby Union Bank .

Political career

In the 1932 presidential election , New York Governor Franklin D. Roosevelt defeated incumbent President Herbert Hoover in Oregon by 21 votes. At the same time, Belton won the 1932 election for the Oregon House of Representatives .

In 1938 he was elected to the Oregon Senate. Belton was on the Ways and Means Committee. From 1945 to 1947 he was President of the Oregon Senate. During the 1945 session, Governor Earl Snell asked the legislature to set up a Tax Study Committee with the original purpose of:

“Engaging the services of a nationally recognized firm of tax experts for the purpose of a complete survey, examination and analysis of all phases of our tax structure and report to the Legislature with recommendations as to the most attractive, advantageous and equitable tax system consistently possible for Oregon to devise. "

Belton became a member of the Tax Study Committee. Your completed report was submitted to the legislature for examination in 1947.

In 1948, Belton successfully ran for the Republican nomination for Treasurer of State of Oregon. Belton then narrowly lost the following election to Democrat Walter J. Pearson (49.6% to 50.3%). He then served in the Oregon Senate until his retirement in 1959.

At the request of Governor Mark Hatfield , Belton came back from his brief retirement and was appointed the new Treasurer of State of Oregon to fill the vacancy created by the resignation of Sig Unander . He won the elections in the fall of 1960. In doing so, he defeated the Democratic Senator Ward H. Cook. He then held the post for only one term, from January 4, 1960 to January 4, 1965, before retiring from politics.

Belton took part in the Republican Conventions as a delegate in 1944, 1952 and 1956.

Late years

In his later years he was very involved in his community. Belton was a member of the First Presbyterian Church in Salem, Oregon and served on the Board of Trustees at Lewis & Clark College for 15 years . From 1963 to 1972 he also sat on the Advisory Board of the Salvation Army . In 1968 he was president there.

His wife Mae died in 1982. Belton died on November 21, 1988, at the age of 95, of complications from pneumonia . He was then buried in the Belcrest Memorial Park in Salem.
