William Drake "Bill" Rutherford junior (born January 14, 1939 in Marshalltown , Iowa ) is an American officer , lawyer and politician ( Republican Party ).

Career

William Drake Rutherford junior, son of William Drake Rutherford senior, was born in Marshall County in 1939 . His childhood was overshadowed by the Second World War . In 1946 the family moved to Oregon , where his father, a successful businessman and leader in the community McMinnville ( Yamhill County was). He owned numerous stores and discount stores in northwest Oregon. William Drake Rutherford Junior grew up in McMinnville and attended public schools there. He was elected Head of School for his high school class four times and was inducted into the National Honor Society . He later attended the University of Oregonwhere he studied history and graduated with a Bachelor of Science degree in 1961 . During this time he belonged to the student fraternities Sigma Phi Epsilon and Phi Eta Sigma , the Druids and the Friars. Rutherford then studied law at Harvard University , where he graduated with a Juris Doctor in 1964 . He received his license to practice as a lawyer in Oregon in the same year, 1964, but he did not start practicing immediately, but instead enlisted in the US Army for two years, from 1964 to 1966 . He held the rank of first lieutenant in the Quartermaster Corps. After the end of his service, he moved to Portland, Oregon in 1966 . There he joined the law firm of Maguire, Kester & Cosgrave , which specializes in general litigation and commercial law. In 1969 he left the office and then entered a job as legal adviser in the brokerage firm May & Co., Inc., of. Rutherford later became CEO there . In 1971 he went freelance as a lawyer and opened his own legal practice in McMinnville. In the following years he practiced in McMinnville and Newberg . Rutherford was elected to the Oregon House of Representatives in 1977, 1979, 1981, and 1983 . During the 1979 session, he was named the Outstanding Legislator of the Ten Mid-Valley Representatives . Rutherford was vice chairman of the House Judiciary Committee and a member of the House Elections Committee and Pensions Committee of the National Conference of State Legislators.

Oregon Governor Victor G. Atiyeh named him the new Treasurer of State of Oregon in 1984 to fill the vacancy created by the resignation of H. Clay Myers . In the following elections he won a victory over the Democrat Grattan Kerans. He held the post from April 1, 1984 until he resigned on July 9, 1987 because he had to pay the tuition fees for his two children. Prior to his resignation, Rutherford faced a conflict of interest investigation by the Oregon Ethics Commission , which was dropped in February 1988, acquitting Rutherford of ethical violations. During his tenure as Treasurer of State, he served as Chairman of the Oregon Investment Council in 1986 . From 1987 to 1989 he was President and CEO of ABD International Management Corporation, as well as a member of the Board of Directors and the Investment Policy Committee.

He was President of Societe Generale Touche Remnant Corporation in 1990 and a member of the Investment Policy Committee and the Board of Directors.
