James Howard Harris, 3rd Earl of Malmesbury (March 25, 1807 - May 17, 1889 ) was a British statesman .

Life

Malmesbury succeeded his father as Earl of Malmesbury in 1841 , having previously been a member of the House of Commons for Wilton, Wiltshire . Around this time he made an alliance of friendship with Prince Ludwig Napoleon, who was living in exile in England .

He made himself known in the literary world by editing the memorabilia of his grandfather , the first earl.

A supporter of the Protectionist Party and ardent Tory , he was appointed Secretary of State for Foreign Affairs by Lord Derby when his cabinet was formed in February 1852, and in this capacity he hurried ahead of all the other great powers Napoléon III. to be recognized as Emperor of France. But he had to resign in December of that year when the Aberdeen Ministry was formed . In the Tory Ministry from February 1858 to June 1859 he was again Minister of Foreign Affairs and, by taking sides with Austria, contributed a lot to the victory of the Liberals in the new elections. When the Tories came back to government in 1866, he received only the less important office of Lord Privy Seal , which he also held in the Disraeli Ministry from February 1874 to August 1876.
